             8      General Description:
             9          This resolution of the House of Representatives urges Congress to amend the United
             10      States Constitution.
             11      Highlighted Provisions:
             12          This resolution:
             13          .    urges the United States Congress to pass an amendment to the United States
             14      Constitution to require a balanced federal budget.
             15      Special Clauses:
             16          None
             17     
             18      Be it resolved by the House of Representatives of the state of Utah:
             19          WHEREAS, for many years a persistent political issue facing Congress is whether to
             20      require that the budget of the United States be in balance;
             21          WHEREAS, although a balanced federal budget has long been held as a political ideal,
             22      the accumulation of large deficits in recent years has heightened concern that immediate action
             23      to require a balance between revenues and expenditures at the national level may be necessary;
             24          WHEREAS, while financial and social ills are aggravated by spiraling personal and
             25      family debt, spiraling national debt aggravates ills that may not be immediately felt but are
             26      equally harmful to society;
             27          WHEREAS, consistently large deficits and the growing federal debt suggest that tough



             28      decisions lie ahead if the United States is to have control of its financial destiny;
             29          WHEREAS, ratifying a proposed constitutional amendment requiring a balanced
             30      budget would allow the states to communicate to the Federal Government, on behalf of their
             31      citizens, that the people insist that their tax money be spent in a manner that demonstrates
             32      fiscal responsibility and accountability; and
             33          WHEREAS, a constitutional amendment requiring a balanced budget, though not
             34      without discomfort and sacrifice, would serve as a vital fiscal reality check for the United
             35      States Government and its people:
             36          NOW, THEREFORE, BE IT RESOLVED that the House of Representatives of the
             37      state of Utah urges the United States Congress to pass an amendment to the United States
             38      Constitution requiring a balanced budget.
             39          BE IT FURTHER RESOLVED that a copy of this resolution be sent to the Majority
             40      Leader of the United States Senate, the Speaker of the United States House of Representatives,
             41      and to the members of Utah's congressional delegation.
