             6      LONG TITLE
             7      General Description:
             8          This bill modifies the duties of the Center for Multicultural Health and increases the
             9      center's funding.
             10      Highlighted Provisions:
             11          This bill:
             12          .    modifies the duties of the Center for Multicultural Health within the Department of
             13      Health;
             14          .    creates additional duties for the center;
             15          .    increases the ongoing appropriation to fund the center; and
             16          .    makes technical changes.
             17      Monies Appropriated in this Bill:
             18          This bill appropriates as an ongoing appropriation subject to future budget constraints,
             19      $300,000 from the General Fund for fiscal year 2005-06 to the Department of Health to
             20      fund the Center for Multicultural Health.
             21      Other Special Clauses:
             22          None

             27      Be it enacted by the Legislature of the state of Utah:



             28          Section 1. Section 26-7-2 is amended to read:
             29           26-7-2. Center for Multicultural Health -- Duties.
             30          (1) As used in this section, "multicultural and minority health issues" means health,
             31      including mental and oral health, issues of particular [interest] concern to [cultural, ethnic,]
             32      racial, ethnic, or other cultural subpopulations, whose health outcomes are or may be
             33      compromised as a direct or indirect result of their racial, ethnic, or cultural minority status,
             34      including:
             35          (a) disparities in:
             36          (i) disease incidence, prevalence, morbidity, mortality, treatment, and treatment
             37      response; and
             38          (ii) access to health care and health insurance coverage; and
             39          (b) cultural competency in the delivery of health care.
             40          (2) There is created within the department the Center for Multicultural Health.
             41          (3) The Center for Multicultural Health shall:
             42          (a) promote and coordinate the research, data production and dissemination, education,
             43      and health promotion and screening activities of the department, local health departments, local
             44      mental health authorities, public schools, community-based organizations, Indian tribes, and
             45      other private and public sector organizations within the state as they relate to multicultural and
             46      minority health issues;
             47          (b) [assist in] facilitate the development [and], implementation, and evaluation of
             48      programs and initiatives to [address multicultural and minority health issues] reduce health
             49      disparities and improve health outcomes of multicultural and minority populations;
             50          (c) promote the dissemination and use of information on multicultural and minority
             51      health issues by minority populations, health care providers, and others;
             52          (d) seek federal funding and other resources to accomplish its mission;
             53          (e) provide technical assistance to public and private sector entities within the state
             54      seeking funding to study [or] and address multicultural and minority health issues;
             55          (f) provide [staff] assistance to any advisory committee created by the department to
             56      study multicultural and minority health issues[; and] and assist the committee within its topical
             57      advisory capacity in achieving:
             58          (i) objectives identified by the United States Department of Health and Human


             59      Services Healthy People 2010 Initiative; and
             60          (ii) priorities identified by the Utah Ethnic Health Advisory Committee;
             61          (g) create a partnership between the public and private sectors to facilitate the
             62      development and implementation of minimum standards for the delivery of culturally and
             63      linguistically competent health care services;
             64          (h) in partnership with medical and educational institutions, promote and encourage
             65      initiatives to ensure greater minority representation within the health care workforce; and
             66          [(g)] (i) annually report to the Legislature on its activities and accomplishments.
             67          Section 2. Appropriation.
             68          As an ongoing appropriation subject to future budget constraints, there is appropriated
             69      from the General Fund for fiscal year 2005-06, $300,000 to the Department of Health to fund
             70      the increased personnel costs of the Center for Multicultural Health.
