7 LONG TITLE
8 General Description:
9 This concurrent resolution of the Legislature and the Governor urges the Utah
10 Department of Transportation and other transportation policymaking bodies to study
11 and use the concept of managed lanes on transportation systems throughout the state.
12 Highlighted Provisions:
13 This resolution:
14 . recognizes the importance of adopting a comprehensive transportation plan and
15 incorporating new revenue source options in that plan;
16 . recognizes the concept of managed lanes as an effective way to increase the
17 efficiency of the state's existing transportation system and provide new revenue
18 source options; and
19 . urges the Utah Department of Transportation to continue to study and make
20 recommendations to the Legislature and other policymaking bodies throughout the
21 state on managed lane use and implementation within the state.

25 Be it resolved by the Legislature of the state of Utah, the Governor concurring therein:
26 WHEREAS, the Transportation Planning Task Force has been studying transportation
27 needs and funding options for two years;
28 WHEREAS, in the 2003 Transportation Planning Task Force Report, the task force
29 recommended that the Legislature adopt a comprehensive transportation plan that addresses
30 state and local needs;
31 WHEREAS, as part of adopting a comprehensive transportation plan, the task force has
32 studied several revenue sources to address the growing transportation needs throughout the
33 state;
34 WHEREAS, in its review of the revenue source options, the task force found that a tool
35 many states are using or considering is the concept of managed lanes to increase the efficiency
36 of the existing transportation system, which includes the study and consideration of
37 high-occupancy vehicle (HOV) lanes, reversible lanes, high-occupancy toll (HOT) lanes, toll
38 roads, and cordon pricing;
39 WHEREAS, in its review of revenue source options, the task force found that many
40 other states have successfully implemented managed lanes on highways throughout the
41 country;
42 WHEREAS, the task force found that user fees are an equitable way to fund
43 transportation needs in this state;
44 WHEREAS, the Utah Department of Transportation has conducted a study to determine
45 the most effective ways to manage highway lanes within this state;
46 WHEREAS, advancing technology is making new options available to manage lanes
47 and collect user fees; and
48 WHEREAS, future advancements in technology, growing highway congestion, and
49 increasing unfunded transportation needs require the consideration of additional funding
50 options for policymakers throughout the state:
51 NOW, THEREFORE BE IT RESOLVED that the Legislature of the state of Utah, the
52 Governor concurring therein, request that Utah Department of Transportation continue to study
53 and make recommendations to the Legislature and other policymaking bodies throughout the
54 state on potential managed lane use and implementation on selected transportation systems
55 within the state.
56 BE IT FURTHER RESOLVED that the Legislature and the Governor further request
57 that the Department provide a report on its findings to a committee of the Legislature as
58 designated by the Legislative Management Committee no later than the last day of October,
59 2005.
60 BE IT FURTHER RESOLVED that a copy of this resolution be sent to the Utah
61 Department of Transportation.
