Rep. S. Clark called the meeting to order at 8:05 a.m.

Rep. S. Clark called for an introduction of committee members.

H.B. 45    Assessment of Property Affected by Business Interruption (Rep. G. Hughes)

    This bill was not considered in this meeting.    

H.B. 172    Notary Public Amendments (Rep. L. Shurtliff)

Rep. Shurtliff explained the bill with the assistance of Kent Jorgensen, adoptive parent, and Fran Fish, Director, Notary and Authentication Office.

Spoke against the bill:    Joseph Rust, attorney

Spoke for the bill:        Spender Hadley, Notary and Authentication Office

MOTION:    Rep. Hansen moved to pass the bill out favorably.


SUBSTITUTE
MOTION:    Rep. Adams moved to amend the bill as follows:

1.    Page 1, line 13    After "commission" delete "or renewing a commission"
2.    Page 3, line 70,71    After "each" insert "non renewal" and after "commission" delete "or                 applicant to renew a notarial commission"
3.    Page 3, line 72,73    After "commission" delete "or a renewal"
4.    Page 3, line 77    After "An" insert "non renewal"

The substitute motion failed, with Rep. Adams, Rep. Frank, Rep. Kiser, Rep. Morley, and Rep. Oda voting in favor, with Rep. D. Clark absent for the vote.

The original motion to pass the bill out favorably passed, with Rep. Adams, Rep. Frank, Rep. Kiser, Rep. Morley, and Rep. Oda voting in opposition, and Rep. D. Clark absent for the vote.

H.B. 52    Fire Prevention Amendments (Rep. J. Murray)

Rep. Murray explained the bill with the assistance of Gary Wise, State Fire Marshall.

Rep. Snow moved to amend the bill as follows:

1.    Page 3, Lines 81 through 83 :    

             81      58-55-308 (3); and
             82          (C) installation, repair, or replacement of water-based fire protection systems must be
             83      performed by a licensed fire suppression systems contractor
  or a licensed journeyman plumber       ;

MOTION:    Rep. Biskupski moved to pass the bill out favorably as amended. The motion         passed, with Rep. D. Clark and Rep. Morley voting in opppostion.

H.J.R. 1    Joint Resolution Related to Financial Institutions (Rep. J. Alexander)

Rep. Alexander explained the bill with the assistance of Rep. LaVar Christensen.

MOTION:    Rep. Morley moved to pass the bill out favorably. The motion passed with Rep.         Biskupski, Rep. Duckworth, and Rep. Hansen voting in opposition.
