Rep. S. Clark called the meeting to order at 8:10 a.m.

MOTION:    Rep. Hansen moved to approve the minutes of the February 3, 2005 meeting. The motion passed unanimously, with Rep. Morley and Rep. S. Clark absent for the vote.

Rep. S. Clark relinquished the chair to Rep. Dunnigan.

S.B. 4    Uninsured Motorist Property Damage Coverage Amendments (Sen. D. Eastman)

Sen. Eastman explained the bill.

Spoke for the bill:    Mike Sontagg, Bear River Insurance

MOTION:    Rep. Kiser moved to pass the bill out favorably. The motion passed unanimously, with Rep. Adams and Rep. Biskupski absent for the vote.

MOTION:    Rep. Kiser moved to place S.B. 4 on the Consent Calendar. The motion passed unanimously, with Rep. Adams and Rep. Biskupski absent for the vote.



H.B. 105    Construction Filing Amendments (Rep. M. Morley)

Rep. Morley explained the bill.

MOTION:    Rep. Adams moved to delete in title and body H.B. 105 and replace it with 1st Substitute H.B. 105. The motion passed unanimously, with Rep. Biskupski absent for the vote.

Spoke against the bill:    John Young, Utan Subcontractors Council

Spoke for the bill:        Ray Walker, Division of Occupational and Professional Licensing

MOTION:    Rep. Adams moved to pass the bill out favorably. The motion passed, with Rep. Biskupski voting in opposition and Rep. S. Clark absent for the vote.

Rep. Dunnigan relinquished the chair to Rep. Snow.

H.B. 121    Property Exempt from Execution (Rep. J. Dunnigan)

MOTION:    Rep. D. Clark moved to amend the bill as follows:

1.    Page 3, line 86    After "the" delete "24" and insert "36"

The motion to amend failed, with Rep. D. Clark voting in favor and Rep. Morley absent for the vote.

MOTION:    Rep. Hansen moved to pass the bill out favorably. The motion passed unanimously, with Rep. Morley absent for the vote.

Rep. Dunnigan resumed the chair.

S.B. 47    Wrongful Lien Offenses (Sen. B. Evans)

Sen. Evans explained the bill with the assistance of Ken Wallentine, Utah Law Enforcement Legislative Committee.


MOTION:    Rep. Hansen moved to pass the bill out favorably. The motion passed unanimously.

S.B. 115    Permanent Total Disability Amendments (Sen. E. Mayne)

Sen. Mayne explained the bill with the assistance of Alan Hennebold, Deputy Commissioner, Utah Labor Commission.

MOTION:    Rep. Frank moved to pass the bill out favorably. The motion passed unanimously.

MOTION:    Rep. Morley moved to adjourn the meeting. The motion passed unanimously.
