Rep. Dunnigan called the meeting to order at 8:10 a.m.

MOTION:    Rep. Hansen moved to approve the minutes of the February 14, 2005 meeting with the following correction: Rep. Kiser moved to place H.R. 9 on the Consent Calendar. The motion passed unanimously. The motion to approve the corrected minutes passed unanimously with Reps. S. Clark and Wyatt absent for the vote

H.B. 289    Authority for Design-build Construction (Rep. M. Morley)

This bill was not considered at this meeting.

H.B. 100    Consumer Credit Bureau Notice Requirements (Rep. K. Morgan)

Rep. Morgan explained the bill.

Spoke against the bill:    Candace Daly, Consumer Data Industry Association (handouts)

Spoke to the bill:        Thad LeVar, Division of Consumer Protection


MOTION:    Rep. Wyatt moved to hold the bill in committee. The motion passed with Reps. Biskupski, Duckworth, Hansen and Kiser voting in opposition and Rep. S. Clark absent for the vote.

H.B. 302    Regulation of Construction Industry (Rep. J. S. Adams)

MOTION:    Rep. Adams moved to delete in title and body H.B. 302 and replace it with 1st Substitute H.B. 302. The motion passed unanimously with Reps. S. Clark and Frank absent for the vote.

Rep. Adams explained 1st Substitute H.B. 302.

Spoke against the bill:    Scott Marsell, Utah Building Inspectors

MOTION:    Rep. S. Clark moved to pass 1st Sub. H.B. 302 out favorably. The motion passed unanimously with Reps. Duckworth and Frank absent for the vote.

MOTION:    Rep. Morley moved to adjourn the meeting. The motion passed unanimously.

Rep. Dunnigan adjourned the meeting at 9:21 a.m.
