Rep. Snow called the meeting to order at 7:35 a.m.

Rep. Snow relinquished the chair to Rep. S. Clark

MOTION:    Rep. Hansen moved to approve the minutes of the February 18, 2005 meeting. The motion passed unanimously, with Rep. Kiser, Rep. Oda, and Rep. Wyatt absent for the vote.

MOTION:    Rep. Adams moved that H.B. 272 be moved to the second item on the agenda. The motion passed unanimously, with Rep. Kiser and Rep. Oda absent for the vote.

H.C.R. 13    Concurrent Resolution Promoting Utah Saves Strategic Initiative (Rep. D. Hogue)

Rep. Hogue explained the resolution.

MOTION:    Rep. Snow moved to pass the resolution out favorably. The motion passed

unanimously, with Rep. Kiser and Rep. Oda absent for the vote.

H.B. 272    Patient Access to Providers and Contracting Amendments (Rep. R. Lockhart)

Rep. Lockhart explained the bill.

Spoke for the bill:    Kelly Atkinson, Executive Director, Utah Health Insurance Association

MOTION:    Rep. Frank moved to pass the bill out favorably. The motion passed unanimously, with Rep. Kiser and Rep. Oda absent for the vote.

S.B. 174    Security Service Amendments (Sen. R. Allen)

Sen. Allen explained the bill.

MOTION:    Rep. Duckworth moved to pass the bill out favorably. The motion passed, with Rep. Adams, Rep. Morley, and Rep. Oda voting in opposition.

S.B. 29    Licensing of Crane Operators (Sen. G. Davis)

Sen. Davis explained the bill with the assistance of Pete Clark, Utah Region Manager, Ed Cramer and Sons.

MOTION:    Rep. Duckworth moved to proceed to the next item on the agenda. The motion passed unanimously.

S.B. 77    Amendments to Indoor Clean Air Act (Sen. M. Waddoups)

Sen. Waddoups explained the bill with the assistance of Beverly May, Campaign for Tobacco Free Kids.
