Chair Dayton called the meeting to order at 8:00 a.m. and welcomed committee members.
Rep. Moss gave a one minute lesson on grammar.

MOTION:    Rep. Johnson moved to approve the minutes of January 28, 2005. The motion
    passed unanimously with Representatives Bigelow, Bourdeaux, Dougall, Hogue,
    Hughes, Shurtliff, Urquhart, and Christensen absent for the vote.

H.B. 188    Beginning Teacher Enhancements ( B. Johnson )

The following spoke in favor of the bill:

The following spoke in opposition to the bill:

Mr. Arnold distributed a position paper on the bill.

MOTION:    Rep. Holdaway moved to pass the bill out favorably. The motion passed with
    Representatives Dayton and Hughes voting in opposition and Representatives
    Bigelow, Dougall, Hogue, and Urquhart absent for the vote.

H.J.R. 11    Resolution Encouraging Schools to Adopt Nutrition and Physical Activity
    Policies ( P. Jones )

Rep. Jones said the resolution urges the development of wellness policies to reduce obesity in children and adolescents.

SUBSTITUTE
MOTION:    Rep. Newbold moved to amend the resolution as follows:
    Page 2, Line 54: Delete "school" and insert "school community councils"
    The motion passed unanimously with Representatives Bigelow, Hogue, Hughes,
    and Urquhart absent for the vote.

MOTION:    Rep. Johnson moved to pass the resolution out favorably as amended.

SUBSTITUTE
MOTION:    Rep. Dougall moved to amend the resolution as follows:
    Page 2 Line 55: After "work" delete "with the legislature"
    The motion passed with Representatives Shurtliff, Moss, Bourdeaux, and Christensen voting in opposition and Representatives Bigelow, Hogue, Hughes and Urquhart absent for the vote.


    
MOTION:    Rep. Johnson moved to pass the resolution out favorably as amended. The motion
    passed unanimously with Representatives Bigelow, Hogue, Hughes and Urquhart
    absent for the vote.

H.B. 74    Tuition Reimbursement Program for Students Seeking Teacher Licensure in     Disability or Special Education ( R. Menlove )

Rep. Holdaway moved to adopt Second Substitute H.B. 74. The motion passed unanimously with Representatives Bigelow, Hogue and Hughes absent for the vote.

MOTION:     Rep. Newbold moved to amend the bill as follows:

    Page 3, Line 75: After "Education" reinsert the period and delete the remainder of
    the line.
    Page 3, Lines 76-80: Delete Lines 76-80

SUBSTITUTE
MOTION:    Rep. Christensen moved to amend the bill as follows:

1.    Page 3, Lines 73 through 80 :    

             73          (c) Incentive loans shall be awarded in accordance with prioritized critical areas of need
             74      for teaching expertise within the state's public education system as determined by the State
             75      Board of Education[.],
[[   with first priority given to preparing teachers within this state as   ]]        including       :

             76          (a) a special education teacher;
             77          
[[   (b) a school psychologist;

             78          (c)  
]]
  (b)       a speech or language pathologist; or

             79          
[[   (d)   ]]        (c)       another licensed professional providing services in the public schools to pupils with

The motion passed unanimously with Representatives Bigelow and Hogue absent for the vote.

MOTION:    Rep. Dougall moved to pass the bill out favorably as amended. The motion     passed unanimously with Rep. Hogue absent for the vote.

H.B. 86    Utah College of Applied Technology Amendments ( R. Bigelow )

Rep. Bigelow introduced the bill which modifies provisions relating to the Utah College of Applied Technology.

MOTION:    Rep. Dougall moved to adjourn. The motion passed with Representatives
    Gowans, Shurtliff, Moss, Bourdeaux and Christensen voting in opposition and
    Representatives Ferrin, Hogue, Newbold and Urquhart absent for the vote.

Chair Dayton adjourned the meeting at 9:48 a.m.
