Chair Dayton called the meeting to order at 8:00 a.m. and welcomed committee members.
Rep. Moss gave a one minute lesson on English usage.

MOTION:    Rep. Hogue moved to approve the minutes of February 1, 2005. The motion     passed unanimously with Representatives Bigelow, Dougall, Ferrin, Johnson
    and Urquhart absent for the vote.

H.J.R. 3    Resolution Regarding Federal No Child Left Behind ( K. Holdaway )

Rep. Holdaway introduced the resolution which recognizes Utah's commitment to competency -
measured education and the state's leadership role in providing quality education for it's citizens.

The following spoke in support of the resolution:

Marilyn Kofford, Utah PTA
Barry Newbold, Superintendent, Jordan School District



MOTION:    
Rep. Shurtliff moved to pass the bill out with a favorable recommendation. The
    motion passed unanimously with Representatives Dougall, Ferrin, Johnson and
    Urquhart absent for the vote.

Chair Dayton relinquished the chair to Vice Chair Christensen at 8:22 a.m.

H.B. 135    Implementing Federal Educational Programs ( M. Dayton )

Rep. Dayton introduced the bill, which directs public education officials regarding the adminis-
tration and implementation of federal educational programs.

MOTION:    Rep. Moss moved to pass the bill out with a favorable recommendation. The
    motion passed unanimously with Representatives Ferrin and Urquhart absent for
    the vote.

H.B. 151    School Community Councils ( J. Dougall )


MOTION:    Rep. Dougall moved to adopt Second Substitute H.B. 151. The motion passed
    unanimously with Representatives Ferrin and Urquhart absent for the vote.

Rep. Dougall introduced the bill which modifies the composition, operation, duties and election
of school community councils.

The following spoke in opposition to the bill:

Patti Harrington, State Superintendent of Public Instruction, noted that the Utah State Office of Education will be providing inservice training on the role and operation of school community


councils.

MOTION:    Rep. Hogue moved to pass the bill out with a favorable recommendation.

MOTION:    Rep. Newbold moved to amend the bill as follows:

The motion failed with Representatives Newbold, Gowans, Moss, Shurtliff and Bourdeaux
voting in favor of the motion and Representatives Johnson and Urquhart absent for the vote.

MOTION:    Rep. Holdaway moved to adjourn. The motion passed with Representatives
    Dougall, Ferrin, Hogue and Hughes voting in opposition and Representatives
    Johnson and Urquhart absent for the vote.

Vice Chair Christensen adjourned the meeting at 9:51 a.m.
