Chair Dayton called the meeting to order at 8:01 a.m. and welcomed committee members.
Rep. Moss gave a one minute lesson on English usage.

MOTION:    Rep. Hogue moved to approve the minutes of February 7, and 9, 2005. The     motion passed unanimously with Representative Johnson absent for the vote.

H.B. 138    Nonresident Tuition for Higher Education Amendments (M. S. Lawrence)

Rep. Lawrence, assisted by Rep. Alexander, introduced the bill which amends the definition of a resident student for tuition purposes.

The following spoke in support of the bill:

MOTION:    Rep. Moss moved to pass the bill out favorably. The motion passed unanimously
    with Representative Johnson absent for the vote.


H.B. 239    Repeal of Exemption from Nonresident Tuition (G. Donnelson)

Rep. Donnelson, assisted by Kris Kobach, Professor of Law, University of Missouri, introduced
the bill which repeals an exemption from nonresident tuition.

A statement of Kris Kobach was submitted to the committee members.

Chair Dayton directed that the record state,"The Education Committee has voiced numerous concerns about major revisions needed in the immigration policies within the federal government."

MOTION:    Rep. Ferrin moved to refer H.B. 239 to interim study. The motion passed with
    Representatives Newbold, Dayton, Christensen, Urquhart, Hughes and Dougall
    voting in opposition and Representative Bigelow absent for the vote.

MOTION:    Rep. Ferrin moved to adjourn. The motion passed unanimously with Representa-
    tive Bigelow absent for the vote.

Chair Dayton adjourned the meeting at 9:58 a.m.
