Rep. Bowman called the meeting to order at 8:13 a.m.

MOTION:    Rep. Hansen moved to approve the minutes of the February 4, 2005 meeting.
The motion passed unanimously with Rep. Hutchings, Rep. Hughes, and Rep. Aagard absent for the vote.


H.B. 211    Integrity of Election Results Amendments (Rep. J. Dougall)

MOTION:    Rep. Hansen moved to delete in title and body H.B. 211 and replace it with 1st Substitute H.B. 211. The motion passed unanimously with Rep. Hutchings, Rep. Hughes, and Rep. Aagard absent for the vote.

MOTION:    Rep. Mathis moved to amend the substitute bill as follows:

1.    Page 6, Lines 173 through 175 :    

             173          (viii) ensure that all voting equipment purchased by the state complies with the
             174      requirements of Subsection 20A-5-302 (2) and
{   Title 20A, Chapter 5, Part 4, Election Officer's

             175      Duties  
}
  Sections 20A-5-402.5 and 20A-5-402.7       ; and




The motion to amend the substitute bill passed unanimously with Rep. Hutchings, Rep. Hughes, and Rep. Aagard absent for the vote.

Rep. Dougall introduced 1st Substitute H.B. 211 and explained the changes in the substitute bill to the committee.

Rep. Bowman relinquished the chair to Rep. Aagard.

This bill was not considered at this meeting.


H.B. 281    Task Force on Legislative Reforms (Rep. N. Hansen)

Rep. Hansen introduced H.B. 281 and explained it to the committee.

Rep. Alexander introduced H.B. 291 and explained it to the committee.

MOTION:    Rep. Buttars moved to pass the bill out favorably. The motion passed unanimously with Rep. Tilton absent for the vote.
