Rep. Buttars called the meeting to order at 8:44 a.m.

MOTION:    Rep. Bowman moved to approve the minutes of the February 11, 2005 meeting. The motion passed unanimously with Rep. Clark, Rep. Hansen, Rep. Hutchings, Rep. Hughes, and Rep. Aagard absent for the vote.


H.B. 119    Navajo Trust Fund Amendments (Rep. B. King)

Rep. King introduced H.B. 119 and explained it to the committee.

Rep. Buttars relinquished the chair to Rep. Aagard.

MOTION:    Rep. Mathis moved to pass the bill out favorably. The motion passed unanimously with Rep. Bowman, Rep. Hansen, Rep. Hutchings, and Rep. Hughes absent for the vote.


H.B. 282    State Employee Ethics Amendments (Rep. J. Dougall)

Rep. Dougall introduced H.B. 282 and explained it to the committee.


MOTION:    Rep. Hendrickson moved to delete in title and body H.B. 282 and replace it with 1st Substitute H.B. 282. The motion passed unanimously with Rep. Buttars, Rep. Hutchings, and Rep. Hughes absent for the vote.

Spoke to the bill:    Pat Rusk, Utah Education Association

MOTION:    Rep. Hansen moved to pass the bill out favorably.

SUBSTITUTE
MOTION:    Rep. Buttars moved to amend the bill as follows:

1.    Page 4, Line 94 :    

             94          (v) an unsolicited item or memento having a value not exceeding
{   $5   }        $25       ;


2.    Page 4, Lines 98 through 99 :    

             98     
{   or   }

             99          (vii) a bona fide loan made in the ordinary course of business
{   .   }        ; or

    (viii) a gift from a charitable organization to the public employee or his immediate family.  


The motion to amend the bill passed unanimously.

MOTION:    Rep. Hansen moved to pass the bill as amended out favorably. The motion passed with Rep. Bowman, Rep. Hutchings, Rep. Mathis, and Rep. Aagard voting in opposition to the motion.

MOTION:    Rep. Hendrickson moved to adjourn the meeting. The motion passed unanimously.

Rep. Aagard adjourned the meeting at 9:30 a.m.
