Rep. Hughes called the meeting to order at 4:35 p.m.

MOTION:    Rep. Hansen moved to approve the minutes of the February 21, 2005 meeting. The motion passed unanimously with Rep. Buttars, Rep. Hutchings, and Rep. Mathis absent for the vote.


H.B. 369    Lobbyist Regulation (Rep. J. Ferrin)

MOTION:    Rep. Aagard moved to amend H.B. 369 as follows:

1.    Page 1, Lines 13 through 14 :    

             13          .    enacts the Lobbying Restrictions Act, which prohibits certain elected and appointed
             14      government officials from acting as a lobbyist for
{   two years   }        one year       after leaving office; and


2.    Page 4, Lines 102 through 104 :    

             102          (1) Except as provided in Subsection (2), a former state official may not become a
             103      lobbyist or engage in lobbying activities for
{   two calendar years   }        one calendar

year       , beginning        on       the date the state


             104      official leaves office and ending on the
{   two-year   }        one-year       anniversary of that date.

The motion to amend the bill passed unanimously with Rep. Buttars, Rep. Hutchings, and Rep. Mathis absent for the vote.

Rep. Ferrin introduced H.B. 369 as amended and explained it to the committee.

MOTION:    Rep. Hutchings moved to pass H.B. 369 as amended out favorably. The motion passed with Rep. Hansen, Rep. Hendrickson, and Rep. Wheatley voting in opposition. Rep. Buttars was absent for the vote.


H.B. 340    Office of Recovery Services Fee (Rep. A. Tilton)

Rep. Tilton introduced H.B. 340 and explained it to the committee.

MOTION:    Rep. Hendrickson moved to pass the bill out favorably. The motion passed unanimously with Rep. Bowman and Rep. Buttars absent for the vote.


H.B. 330    Driver License Qualifications Amendments (Rep. G. Donnelson)

Rep. Donnelson introduced H.B. 330 and explained it to the committee.

MOTION:    Rep. Hansen moved to call the question. The motion passed unanimously with Rep. Bowman absent for the vote.

The motion to return the bill to the Rules Committee passed with Rep. Mathis voting in opposition to the motion. Rep. Bowman was absent for the vote.


S.B. 58S1    Liability Protection of Educators (Sen. H. Stephenson)

Sen. Stephenson introduced S.B. 58 and explained it to the committee and provided a handout to the committee.

MOTION:    Rep. Buttars moved to pass 1st Substitute S.B. 58 out favorably. The motion passed unanimously with Rep. Bowman and Rep. Tilton absent for the vote.


S.B. 141    Military Installation Partnerships (Sen. S. Killpack)

Sen. Killpack introduced S.B. 141 and explained it to the committee. He was assisted by Rick Mayfield, Executive Director, Utah Defense Alliance, who distributed a handout to committee members.

MOTION:    Rep. Hansen moved to pass the bill out favorably. The motion passed unanimously with Rep. Bowman and Rep. Tilton absent for the vote.


S.B. 148    Conservation Easement Endowment Restricted Account (Sen. B. Evans)

Sen. Evans introduced S.B. 148 and explained it to the committee.

MOTION:    Rep. Buttars moved to pass the bill out favorably. The motion passed unanimously with Rep. Bowman and Rep. Tilton absent for the vote.


S.B. 163    Capitol Preservation Board Amendments (Sen. B. Evans)

Sen. Evans introduced S.B. 163 and explained it to the committee.




MOTION:    Rep. Hendrickson moved to pass the bill out favorably. The motion passed unanimously with Rep. Bowman and Rep. Tilton absent for the vote.


S.B. 149S1    Pete Suazo Athletic Commission Amendments (Sen. E. Mayne)

Sen. Dmitrich introduced S.B. 149 and explained it to the committee.

MOTION:    Rep. Hendrickson moved to pass 1st Substitute S.B. 149 out favorably. The motion passed unanimously with Rep. Bowman, Rep. Buttars, and Rep. Tilton absent for the vote.


S.J.R. 11    Resolution Limiting Number of Governor's Terms (Sen. C. Walker)

Sen. Walker introduced S.J.R. 11 and explained it to the committee, assisted by Mike Mower, Governor's Office.

MOTION:    Rep. Hutchings moved to pass the resolution out favorably. The motion passed with Rep. Hansen voting in opposition to the motion and Rep. Bowman absent for the vote


S.C.R. 10    Concurrent Resolution Honoring Utah Foundation (Sen. L. A. Mansell)

S.C.R. 10 was not considered.


MOTION:    Rep. Hendrickson moved to adjourn. The motion passed unanimously with Rep. Bowman absent for the vote.

Rep. Hughes adjourned the meeting at 6:42 p.m.
