Rep. Last called the meeting to order at 8:05 a.m.

MOTION:    Rep. Buxton moved to approve the minutes of the January 20, 2005 meeting. The motion passed unanimously with Rep. Jones, Rep. Litvack, and Rep. Lockhart absent for the vote.


H.B. 25    Direct-entry Midwife Act (Rep. J. Biskupski)

Rep. Biskupski spoke briefly regarding H.B. 25; she was assisted by Suzanne Smith, who presented the bill and distributed handouts to the committee.

Spoke in favor of the bill:    Carla Moquin, citizen
                        KC Clark, Utah Midwives Association
                        Tara Talley, Utah Midwives Association

Spoke in opposition to the bill:    Dr. Steven Lamb, OB/GYN physician
                        Dr. Catherine Wheeler, Utah Medical Association
                        RaeAnn Peck, independent midwife

MOTION:    Rep. Mascaro moved to proceed to the next item on the agenda.

SUBSTITUTE
MOTION:    Rep. Ray moved to pass the bill out favorably. The motion failed with Rep. Buxton, Rep. Litvack, Rep. Lockhart, and Rep. Ray voting in favor of the motion. Rep. Jones, Rep. Mascaro, Rep. Menlove, and Rep. Last voted in opposition to the motion.

The original motion to proceed to the next item on the agenda passed unanimously.



H.B. 165    Utah Commission on Aging (Rep. P. Jones)

MOTION:    Rep. Jones moved to amend the bill as follows:

1.    Page 1, Line 26 through Page 2, Line 30 :    

             26          .    provides that, for the fiscal years 2005-06 and 2006-07, the Department of Human
             27     
{   Resources   }        Services       shall:

             28              .    pay the salary of the executive director of the Utah Commission on Aging out of
             29      the department's existing budget; and
             30              .    provide staff support to the executive director and the commission; and
                 
The motion to amend the bill passed unanimously.

Rep. Jones introduced H.B. 165 as amended and explained it to the committee. She was assisted by Ron Stromberg, Acting Director, Department of Health & Human Services.

MOTION:    Rep. Buxton moved to pass the amended bill out favorably. The motion passed unanimously.

H.B. 198    Naturopathic Formulary Peer Committee Amendments (Rep. J. Ferrin)

Rep. Ferrin introduced H.B. 198 and explained it to the committee.

Spoke to the bill:    Laura Poe, Assistant Director, Division of Professional Licensing

MOTION:    Rep. Mascaro moved to pass the bill out favorably. The motion passed unanimously.

MOTION:    Rep. Jones moved to adjourn the meeting. The motion passed unanimously. The meeting adjourned at 9:40 a.m.
