MOTION: Rep. Litvack moved to approve the minutes of the January 25, 2005 meeting. The motion passed unanimously with Rep. Jones absent for the vote.
H.B. 80 Services for People with Disabilities (Rep. R. Lockhart)
MOTION: Rep. Lockhart moved to amend H.B. 80 as follows:
1. Page 7, Lines 195 through 196 :
195 (d) If the division provides direct financial assistance, [

The motion to amend the bill passed unanimously.
Rep. Lockhart introduced H.B. 80 as amended and explained it to the committee. She was assisted by George Kelner, Services for People with Disabilities..

MOTION: Rep. Ray moved to pass the bill as amended out favorably. The motion passed unanimously.
H.B. 25 Direct-entry Midwife Act (Rep. J. Biskupski)
MOTION: Rep. Mascaro moved to amend H.B. 25 as follows:
1. Page 8, Line 244 through Page 9, Line 249 :
244 (i) assist the division in reviewing complaints concerning the unlawful or
245 unprofessional conduct of a licensed Direct-entry midwife; and
246 (ii) advise the division in its investigation of these complaints.
(c)(i) For the years 2006 through 2011, the board shall present an annual report to the Legislature's Health and Human Services Interim Committee describing the outcome data of licensed Direct-entry midwives practicing in Utah.
(ii) The board shall base its report on data provided in large part from the Midwives'Alliance of North America.
247 (4) A board member who has, under Subsection (3), reviewed a complaint or advised
248 in its investigation may be disqualified from participating with the board when the board serves
249 as a presiding officer in an adjudicative proceeding concerning the complaint.
The motion to amend the bill passed unanimously.
Rep. Biskupski discussed the amendment to the bill. She was assisted by Suzanne Smith, Utah Midwives Association.
MOTION: Rep. Mascaro moved to pass the bill as amended out favorably. The motion passed with Rep. Last voting in opposition to the motion.
