MOTION:    Rep. Ray moved to correct the minutes of the February 14, 2005 meeting as follows:

H.J.R. 19    Joint Resolution Urging Health Care for Utah's Indigent and Needy Uninsured (Rep. L. Fowlke)

Kris Fawson and Stephen Unopulos, Legislative Coalition for People with Disabilities, spoke in opposition to the resolution.

The motion to correct the minutes as stated above passed unanimously with Rep. Lockhart, Rep. Mascaro, and Rep. Menlove absent for the vote.

MOTION:    Rep. Ray moved to approve the minutes of the February 16, 2005 meeting. The motion passed unanimously with Rep. Lockhart, Rep. Mascaro, and Rep. Menlove absent for the vote.

H.B. 146    Vaccine Restrictions (Rep. E. Hutchings)

MOTION:    Rep. Ray moved to amend the bill as follows:

1.    Page 1, Line 26 :    

             26      pediatric vaccine necessary for school entry immunization requirements
  , or a vaccine or immunization for a woman who is pregnant or breast feeding       if the vaccine contains



2.    Page 2, Line 29 :

H.B. 114    Children's Health Care Coverage Amendments (Rep. D. Hogue)

Rep. Hogue presented H.B. 114 to the committee. He introduced Dennis Randall, teacher at Copper Hills High School.

Rep. Jones declared a conflict of interest.

Rep. Lockhart presented H.B. 268 to the committee.

MOTION:    Rep. Mascaro moved to pass the bill out favorably. The motion passed unanimously.


H.B. 115    Utah Child Abuse Prevention Board (Rep. P. Ray)

MOTION:    Rep. Ray moved to delete in title and body H.B. 115 and replace it with 1st Substitute H.B. 115. The motion passed unanimously with Rep. Lockhart absent for the vote.

MOTION:    Rep. Ray moved to amend the substitute bill as follows:

1.    Page 3, Line 66 :

The motion to amend the bill passed unanimously with Rep. Lockhart absent for the vote.

H.B. 134    Public Safety Officers - Critical Incident Shooting Provisions (Rep. P. Ray)


MOTION:    Rep. Ray moved to delete in title and body H.B. 134 and replace it with 1st Substitute H.B. 134. The motion passed unanimously with Rep. Lockhart absent for the vote.

Rep. Ray presented 1st Substitute H.B. 134 to the committee. He was assisted by Kelly Atkinson, Fraternal Order of Police, who distributed a handout to the committee.
