Rep. Ray called the meeting to order at 8:05 a.m.

MOTION:    Rep. Mascaro moved to approve the minutes of the February 18, 2005 meeting. The motion passed unanimously with Rep. Jones, Rep. Litvack, and Rep. Lockhart absent for the vote.


H.B. 304    Premium Assistance Program for Covered-at-work (Rep. K. Holdaway)

Rep. Holdaway presented H.B. 304 to the committee. Judi Hilman, Utah Issues, assisted Rep. Holdaway and distributed a handout to the committee.

MOTION:    Rep. Menlove moved to delete in title and body H.B. 304 and replace it with 1st Substitute H.B. 304 and amend the substitute bill as follows:

Page 3, Lines 62 through 65:

             62          (a) increase the
{   five-year   } individual monthly premium subsidy amount to $100 per

             63      month
  for the life of the waiver       ;

             64          (b) increase the
{   five-year   } individual and spouse monthly premium        subsidy       amount to $200 per

             65      month
  for the life of the waiver       ; and




The motion to adopt and amend the substitute passed unanimously with Rep. Jones, Rep. Litvack, and Rep. Lockhart absent for the vote.

MOTION:    Rep. Last moved to further amend the substitute bill as follows:

Page 1, Lines 21 through 24:


             21              .    increase the
{   five-year   } individual monthly premium subsidy amount, currently

             22      consisting of varying amounts per year, to $100 per year
  for the life of the waiver       ;

             23              .    increase the
{   five-year   } individual and spouse monthly premium        subsidy       amount,

             24      currently consisting of varying amounts per year, to $200
  for the life of the waiver       ; and


The motion to amend the bill passed unanimously with Rep. Jones, Rep. Litvack, and Rep. Lockhart absent for the vote.

MOTION:    Rep. Last moved to pass 1st Substitute H.B. 304 as amended out favorably. The motion passed unanimously with Rep. Jones, Rep. Litvack, and Rep. Lockhart absent for the vote.

H.B. 106    Regulation of Noncompete Agreements in Medical Practices (Rep. R. McGee)

Rep. McGee presented H.B. 106 to the committee. She was assisted by Gary M. Rabetoy, M.D. A handout was distributed to the committee.

Spoke in opposition to the bill:    Kim Wirthlin, University of Utah Medical Center

Spoke in favor of the bill:    Gerald Stephanz, M.D., Utah Nephrology

Spoke to the bill:        Chet Loftis, Utah Medical Association

MOTION:    Rep. Mascaro moved to pass the bill out without a favorable recommendation.

MOTION:    Rep. Last moved to proceed to the next item on the agenda. The motion passed unanimously with Rep. Jones, Rep. Litvack, and Rep. Lockhart absent for the vote.




H.B. 343    Medicaid - Pregnant Women Resource Test (Rep. M. Wheatley)

Rep. Wheatley presented H.B. 343 to the committee. He was assisted by Luz Robles, Utah Issues, who distributed a handout to the committee.

MOTION:    Rep. Mascaro moved to pass the bill out favorably. The motion passed unanimously with Rep. Lockhart absent for the vote.


S.B. 19    Disease Testing of Individuals Exposed to Blood Borne Pathogens (Sen. P. Arent)

Sen. Arent presented S.B. 19 to the committee. She was assisted by Teresa Garrett, Utah Department of Health.

MOTION:    Rep. Jones moved to pass the bill out favorably. The motion passed unanimously with Rep. Lockhart absent for the vote.


MOTION:    Rep. Buxton moved to adjourn the meeting. The motion passed unanimously with Rep. Lockhart absent for the vote.

Rep. Ray adjourned the meeting at 9:05 a.m.
