    Representative Hutchings called the meeting to order at 4:40 p.m.

MOTION:    Representative Hogue moved to approve the minutes of the February 14, 2005 meeting. The motion passed unanimously 8-0-5, with Representatives Ferry, Hendrickson, Lawrence, Romero, and Ferrin absent for the vote.

H.B. 259    Adoption Amendments (Rep. A. Hardy)

Representative Hardy introduced the bill and explained its intent with the assistance of Mark Duke, Utah Adoption Council.

The following members of the public spoke for the bill:
    Monica Perry, birth mother
    Rachel Cornwell, birth mother
    Marcie Krutslr, adoptive parent
    David Monk, adoptive parent


MOTION:    Representative Hogue moved to pass the bill out favorably. The motion passed unanimously 12-0-1, with Representative Ferrin absent for the vote.

H.B. 252    Marriage Preparation Education (Rep. R. McGee)

Representative McGee introduced the bill and explained its intent with the assistance of Dr. Jason Carol, School of Family Life, BYU.

Judy Kasten-Bell, Utah Domestic Violence Council, spoke for the bill.

The following members of the public spoke to the bill:
    Gale Ruzicka, Utah Eagle Forum
    Burt Renolds, Utah Legal Aid Society

MOTION:    Representative Wyatt moved to amend the bill as follows:

        Page 4, Line 93: after the word "person" delete the word "trained" and replace it with the word "designated"

SUBSTITUTE
MOTION:    Representative Lawrence moved to amend the bill as follows:

1.    Page 4, Lines 93 through 94 :    

             93          (B) the minister's designee, who shall be a person trained
  or designated       by the minister or

             94      denomination to conduct premarital education;

        The substitute motion to amend the bill passed 11-2-0, with Representatives Hogue and Ferry voting against the motion.

MOTION:    Representative Wyatt moved to pass the bill out favorably. The motion passed 11-2-0, with Representatives Hogue and Ferrin voting against the motion.





H.B. 297    Aggravated Murder Amendments (Rep. S. Wyatt)

Representative Wyatt introduced the bill and explained its intent with the assistance of Creighton Horton.

MOTION:    Representative Aagard moved to pass the bill out favorably. The motion passed unanimously 13-0-0.

MOTION:    Representative Hogue moved to adjourn. The motion passed unanimously
        13-0-0.

Representative Hutchings adjourned the meeting at 6:18 p.m.
