Rep. Noel called the meeting to order at 8:07 a.m.

MOTION:    Rep. Dayton moved to approve the minutes of the January 27, 2005 meeting. The motion passed unanimously, with Rep. Biskupski, Rep. Cox, Rep. Duckworth, Rep. Painter, Rep. Ure, and Rep. Wheeler absent for the vote.

H.B. 224    Permanent Community Impact Fund - Board Membership (Rep. J. Mathis)

Rep. Mathis explained the bill.





Rep. Painter moved to amend the bill as follows:

1.    Page 2, Lines 50 through 55 :    

             50          (2) (a) The members specified under Subsections (1)[(h)](f) through (1)[(k)](j)
  may not reside in the same county and       shall

             51      be:
             52          (i) nominated by the Board of Directors of the Southeastern Association of
             53      Governments, Central Utah Association of Governments, Uintah Basin Association of
             54      Governments, and Southwestern Association of Governments, respectively,
  except that a member under Subsection (1)(j) shall be nominated by the Board of Directors of the Association of Governments from the region of the state in which the county is located;       and

             55          (ii) appointed by the governor with the consent of the Senate.

The motion to amend passed unanimously, with Rep. Biskupski, Rep. Duckworth, and Rep. Wheeler absent for the vote.

MOTION:    Rep. Dayton moved to pass the bill out favorably as amended. The motion passed unanimously, with Rep. Wheeler absent for the vote.

H.B. 150    Water Rights Fees (Rep. J. Gowans)

Rep. Gowans explained the bill with the assistance of Jerry Olds, State Engineer.

MOTION:    Rep. Dayton moved to pass the bill out favorably. The motion passed unanimously, with Rep. Wheeler absent for the vote.

H.B. 155    Agricultural Coop Amendments (Rep. C. Buttars)

MOTION:    Rep. Butters moved to delete in title and body H.B. 155 and replace it with 1st Substitute H. B. 155. The motion passed unanimously.

Rep. Buttars explained the bill with assistance of Steven Johnson, Director of Legal and Administrative Services, Norbest Inc.


Spoke for the bill:    Chris Falco, Utah Council of Farmer Cooperatives

MOTION:    Rep. Dayton moved to pass the bill out favorably. The motion passed unanimously.

H.B. 156    Dairy Promotion Act Amendments (Rep. D. Ure)

Rep. Ure explained the bill with the assistance of Greg Radmall, Utah Dairyman's Association.

Spoke for the bill:    Mike Brown, Utah Dairy Commission
            Todd Bingham, Utah Farm Bureau Association

MOTION:    Rep. Cox moved to pass the bill out favorably. The motion passed unanimously.

H.C.R. 10    Concurrent Resolution Honoring Waldo Wilcox for Preservation of Range Creek Area (Rep. B. King)

Rep. King explained the resolution.

MOTION:    Rep. Barrus moved to amend the bill as follows:

1.    Page 1, Line 27 through Page 2, Line 29 :    

             27          WHEREAS, with key funding appropriated by the United States Congress
{   ,   }        and       the Utah

             28      Quality Growth Commission, and
  extensive lobbying for the puchase by the       Sportsmen for Fish and Wildlife, the ranch was subsequently

             29      acquired by the state of Utah;

2.    Page 2, Lines 36 through 37 :    

             36          WHEREAS, much of Range Creek is believed to have been inhabited a thousand years
             37      ago by pre-Columbian cultures, including the Fremont and the
{   Anasazi   }        Archaic       ;


The motion to amend passed unanimously, with Rep. Cox absent for the vote.


MOTION:    Rep. Dayton moved to pass the resolution out favorably as amended. The motion passed unanimously, with Rep. Cox absent for the vote.



MOTION:    Rep. Buttars moved to adjourn the meeting. The motion passed unanimously, with Rep. Cox absent for the vote.
