Rep. Lawrence called the meeting to order at 2:05 p.m.

MOTION:     Rep. Buxton moved to approve the minutes of January 26, 2005. The motion passed unanimously, with Rep. Becker, Rep. Fisher, and Rep. Holdaway absent for the vote.

S.B. 27    Sunset Reauthorizations (Sen. L. A. Mansell)

Rep. Dee introduced the bill for Sen. Mansell and explained it to the committee.

MOTION:    Rep. Dee moved to amend the bill as follows:


1.    Page 1, Line 26 :    

             26          63-55-263, as last amended by Chapters 37, 90 and 238, Laws of Utah 2004
    
  63-55b-164, as enacted by Chapter 270, Laws of Utah 2002      


2.    Page 5, Line 128 :    

             128          [(9) Title 63A, Chapter 10, State Olympic Coordination Act, is repealed July 1, 2004.]
    
  Section 7. Section 63-55b-164 is amended to read:      

         63-55b-164 .   Repeal dates -- Title 64.
         Subsection 64-13c-303 (1) is repealed July 1,
{   2005   }        2010       .


        The motion passed unanimously, with Rep. Becker, and Rep. Holdaway absent for the vote.


MOTION:    Rep. Shurtliff moved to amend the bill as follows:


1.    Page 5, Lines 121 through 122 :    

             121          [(5)] (4) Title 63, Chapter 47, Utah Commission for Women and Families, is repealed
             122      July 1,
{   2005   }        2007       .


        The motion failed, with Rep. Shurtliff voting for the motion and Rep. Becker absent         for the vote.

MOTION:    Rep. Hardy moved to pass the bill out favorably as amended. The motion passed unanimously.

MOTION:    Rep. Hardy moved that SB 27 be placed on the Consent Calendar. The motion failed with Rep. Shurtliff voting against the motion.

S.B. 78    Optional Forms of County Government Amendment (Sen. D. Thomas)

Senator Thomas introduced the bill and explained it to the committee.

MOTION:    Rep. Holdaway moved to pass the bill out favorably. The motion passed unanimously, with Rep. Shurtliff absent for the vote.

MOTION:    Rep. Dee moved that SB 78 be placed on the Consent Calendar. The motion passed unanimously, with Rep. Shurtliff absent for the vote.

H.J.R. 7    Resolution Amending State Auditor Qualifications (Rep. R. Romero)
        
This bill was not considered.

H.B. 207    Prescriptive Easements Act (Rep. G. Hughes)
        This bill was not considered.

MOTION:    Rep. Menlove moved to adjourn. The motion passed unanimously and the Vice Chair adjourned the meeting at 2:35 p.m.
