Rep. Dee called the meeting to order at 9:09 a.m.

MOTION:    Rep. Buxton moved to approve the minutes of February 1, 2005. The motion passed unanimously, with Rep. Becker, Rep. Fisher, Rep. Gibson, and Rep. Menlove absent for the vote.

1st Sub. S.B. 106    Utah Religious Land Use Act (Sen. D. Thomas)

Sen. Thomas introduced the bill and explained it to the committee.

MOTION:    Rep. Holdaway moved to amend the bill as follows:

1.    Page 6, Lines 176 through 177
    Senate 2nd Reading Amendments
    2-1-2005 :
    

             176          (4) This act shall not impair the ability of local government to
{   regulate   }        impose costs and fees reasonably necessary to mitigate       the off-site

             177      impacts of development.

The motion passed unanimously, with Rep. Becker, Rep. Fisher, Rep. Gibson, and Rep. Menlove absent for the vote.

MOTION:    Rep. Becker moved to pass the bill out favorably. The motion passed unanimously, with Rep. Gibson and Rep. Shurtliff absent for the vote.

MOTION:     Rep. Buxton moved to adjourn the meeting. The motion passed unanimously.

Chair Dee adjourned the meeting at 9:47 a.m.
