Rep. Dee called the meeting to order at 8:10 a.m.

H.B. 361 Municipal Authority to Use Collection Agencies (Rep. M. Walker)

Rep. Walker with the help of Candace Daly, Utah Association of Collectors, introduced the bill and explained it to the committee.

MOTION:    Rep. Fisher moved to pass the bill out favorably. The motion passed unanimously, with Rep. Becker, Rep. King, and Rep. Shurtliff absent for the vote.

1st Sub. H.B. 87    Claims Against a County (Rep. S. Clark)

Rep. Clark introduced the bill and explained it to the committee.

Spoke to the bill:    Brent Gardner, Association of Counties

MOTION:    Rep. Buxton moved to pass the bill out favorably.

SUBSTITUTE MOTION:     Rep. Holdaway moved that the committee move to the next item on the                 agenda. The substitute motion failed with a vote of 3-5-3, with Rep.                 Holdaway, Rep. Menlove, and Rep. Dee voting yes, and Rep. Buxton,                 Rep. Fisher, Rep. Gibson, Rep. Hardy, and Rep. Lawrence voting no,                 with Rep. Becker, Rep. King, and Rep. Shurtliff absent for the vote.                     


The original motion to pass 1st Sub H.B. 87 out favorably was passed with a vote of 5-3-3, with Rep. Buxton, Rep. Fisher, Rep. Gibson, Rep. Hardy, and Rep. Lawrence voting yes, and Rep. Dee, Rep. Holdaway, and Rep. Menlove voting no, with Rep. Becker, Rep. King, and Rep. Shurtliff absent for the vote.

H.B. 129    School Uniforms (Rep. C. Frank)
This bill was assigned to another committee.

H.B. 94     Youth Corrections Amendments (Rep. C. Moss)

Rep. Moss with the help of Lynn Pace, Holladay City Council, introduced the bill and explained it to the committee.

MOTION:    Rep. Lawrence moved to delete in title and body H.B. 94 and to replace it with
            1st Substitute H.B. 94. The motion passed unanimously, with Rep. Becker, Rep.             Buxton, Rep. King, Rep. Shurliff absent for the vote.

MOTION:     Rep. Fisher moved to adjourn the meeting. The motion was unanimous and the Chair adjourned the meeting at 10:00 a.m.
