Representative Hunsaker called the meeting to order at 8:07 a.m.

MOTION:    Rep. Fowlke moved to approve the minutes of February 3, 2005. The motion         passed unanimously with Rep. Ferry, Rep. Noel, Rep. Tilton, and Rep. Ure absent         for the vote.

H.B. 234    Telephone Surcharge for Education and Training Programs At Prison (Rep. B. Goodfellow)

Spoke in favor of the bill:    D'Arcy Dixon, Executive Director, Department of Administrative                 Services

MOTION:    Rep. Becker moved to pass the bill out favorably as amended. The motion passed unanimously with Rep. Ferry, Rep. Fowlke, and Rep. Wheeler absent for the vote.

MOTION:    Rep. Allen moved to place the issue of the State's telephone surcharges for education and training programs at the prison, on the master study resolution for the 2005 interim study. The motion passed unanimously with Rep. Ferry, Rep. Fowlke, and Rep. Wheeler absent for the vote.

Richard North, Policy Analyst, gave a brief history of telecom deregulation per the committee chair's request.
