Representative Allen called the meeting to order at 8:50 a.m.

MOTION:    Rep. Goodfellow moved to approve the minutes of February 7, 2005. The motion         passed unanimously.

1st Substitute S.B. 26    Public Utilities Amendments (Sen. G. Bell)

Senator Bell presented the bill.

Spoke in favor of the bill:    John Stewart, Utah Power/Pacific Corp
                Ric Campbell, Chairman, Public Service Commission
                Kelly Francone, Utility Analyst, Committee of Consumer                          Services
                Paul Barber, Assistant Director, Utah Association of Energy Users

MOTION:    Rep. Ure moved to pass the bill out favorably. The motion passed unanimously.

MOTION:    Rep Daw moved to adjourn. The motion passed unanimously. Rep. Allen         adjourned the meeting at 9:35 a.m.
