Representative Hunsaker called the meeting to order at 4:20 p.m.

MOTION:    Rep. Ure moved to approve the minutes of February 11, 2005. The motion passed unanimously with Rep. Fowlke absent for the vote.

H.B. 126    Amendments to Facilities with Regional Impact (Rep. G. Hughes)

Rep. Hughes explained the bill with the assistance of Rep. Ralph Becker.

Spoke for the bill:    Gary Crane, Attorney, City of Layton. League of Cities and Towns.
            Bruce Parker, Facility Planner
            Jan Furner, Executive Director, Association of Special Districts

MOTION :    Rep. Becker moved to pass the bill out favorably. The motion failed on a tie vote, with Rep. Daw, Rep. Noel, Rep. Ure, and Rep. Wheeler voting in opposition, and Rep. Fowlke and Rep. Tilton absent for the vote.

MOTION:    Rep. Ure moved to hold the bill and place it first on the next scheduled agenda. The motion passed unanimously, with Rep. Fowlke and Rep. Tilton absent for the vote.



H.B. 118    Revise Utility Improvement Districts (Rep. D. Ure)

Rep. Ure explained the bill.

MOTION:    Rep. Ure moved to amend the bill as follows:

1. Page 4, line 105:        After "within" delete "120" and insert "90"
2. Page 6, line 161:        Delete "35%" and insert "50%"
3. Page 6, line 163:        Delete "35%" and insert "50%"
4. Page 6, line 165:        Delete "35%" and insert "50%"
5. Page 6, line 167:        Delete "35%" and insert "50%"
6. Page 6, line 169:        Delete "35%" and insert "50%"
7. Page 6, line 172:        Delete "35%" and insert "50%"

The motion passed unanimously with Rep. Fowlke and Rep. Tilton absent for the vote.

                Kevin Boardman, Director of Public Affairs-Utah, Pacific Corp.

MOTION:    Rep. Wiley moved to pass the bill out favorably, with Rep. Tilton absent for the vote.

MOTION:    Rep. Noel moved to place H.B. 118 on the Consent Calendar. The motion passed unanimously, with Rep. Tilton absent for the vote.

MOTION:    Rep. Noel moved to adjourn. The motion passed unanimously. Rep. Hunsaker adjourned the meeting at 5:28 p.m.
