Rep. Harper called the meeting to order at 8:20 a.m.

MOTION:    Rep. Murray moved to approve the minutes of the February 1, 2005 meeting. The motion passed unanimously with Rep. Allen, Rep. Cosgrove, Rep. Lockhart, Rep. McGee, Rep. Moss, and Rep. Newbold absent for the vote.

H.B. 147    Property Tax Exemption for Veterans (Rep. G. Hughes)

Rep. Hughes introduced the bill and explained its intent. Terry Schow, Division of Veterans Affairs, and Randy Knight, American Legion, spoke for the bill. Larry Richardson, Salt Lake County Treasure, spoke against the bill.

MOTION:    Rep. Allen moved to proceed to the next item on the agenda. The motion passed with Rep. Cosgrove, Rep. Frank, Rep. Lockhart, Rep. Murray, Rep. Harper, and Rep. Donnelson voting in opposition to the motion. Rep. McGee was absent for the vote.


H.J.R. 12    Resolution Eliminating Property Tax on Personal Property (Rep. J. Dougall)

Rep. Dougall introduced the resolution and explained its intent. Tyson Smith, Local Small Business Owner, and Stan Lockhart, Micron, spoke for the resolution. Mark Alton, Davis County Treasurer, Brent Gardner, Utah Association of Counties, Lee Gardner, Salt Lake County Assessor, Cary Listen, Deputy Assessor for Davis County, and Gary Kofford, Emery County Commissioner spoke against the resolution.

MOTION:    Rep. Snow moved to refer the resolution to Interim for study. The motion passed with Rep. Frank voting in opposition to the motion. Rep. Lockhart was absent for the vote.

S.B. 128    Calculation of Interest on Tax Overpayments (Sen. H. Stephenson)

Sen. Stephenson introduced the bill and explained its intent with the assistance of Bruce Johnson, Utah State Tax Commission.

MOTI ON:    Rep. Hunsaker moved to pass the bill out favorably. The motion passed unanimously with Rep. Lockhart absent for the vote.

MOTION:    Rep. Frank moved to place the bill on the Consent Calendar. The motion passed unanimously with Rep. Lockhart absent for the vote.

S.B. 133    Individual Income Tax - Return Filing Requirements (Sen. H. Stephenson)

Sen. Stephenson introduced the bill and explained its intent with the assistance of Bruce Johnson, Utah State Tax Commission.

MOTI ON:    Rep. Frank moved to pass the bill out favorably. The motion passed unanimously with Rep. Lockhart absent for the vote.

MOTION:    Rep. Frank moved to place the bill on the Consent Calendar. The motion passed unanimously with Rep. Lockhart absent for the vote.

MOTION:     Rep. Hunsaker moved to adjourn. The motion passed unanimously with Rep. Lockhart absent for the vote.
