Rep. Frank called the meeting to order at 8:18 a.m.

MOTION:    Rep. Last moved to approve the minutes of the February 8, 2005 meeting. The motion passed unanimously with Rep. Moss, Rep. Murray, Rep. Newbold, and Rep. Donnelson were absent for the vote.

H.B. 101    Amendments to the Individual Income Tax (Rep. W. Harper)

Rep. Harper introduced the bill and explained its intent. Mike Jerman, Utah Taxpayers Association, spoke to the bill. Sarah Wilhelm, Utah Issues, spoke against the bill.

MOTION:    Rep. Snow moved to refer the bill to Interim and Task force for study. The motion passed unanimously.



H.B. 197    Individual Income Tax Amendments for Education Funding (Rep. P. Jones)


Rep. Jones introduced the bill and explained its intent with the assistance of Rep. Mascaro. Linda Hilton, Coalition of Utah Religions, and Mike Jerman, Utah Taxpayers Association, spoke for the bill. Sarah Wilhelm, Utah Issues, Courtney White, UEA, and Paul Mero, Sutherland Institute, spoke to the bill.

MOTION:    Rep. Romero moved to pass the bill out favorably.

SUBSTITUTE
MOTION:    Rep. Last moved to refer the bill to Interim and Task force for study. The motion passed with Rep. Cosgrove, Rep. McGee, Rep. Moss, and Rep. Romero voting in opposition to the vote.

H.B. 258    Individual Income Tax Credit for Employment-related Expenses (Rep. D. Litvack)

Rep. Litvack introduced the bill and explained its intent. Paul Mero, Sutherland Institute, Carmen Sannone, Salt Lake County Aging Services, spoke for the bill.

MOTION:    Rep. Newbold moved to refer the bill to Interim for study. The motion passed unanimously.

MOTION:    Rep. Last moved to adjourn. The motion passed unanimously.

Rep. Harper adjourned the meeting at 9:50 a.m.
