Rep. Harper called the meeting to order at 8:28 a.m.

MOTION:    Rep. Donnelson moved to approve the minutes of the February 17, 2005 meeting. The motion passed unanimously with Rep. Last, Rep. McGee, Rep. Moss, and Rep. Newbold absent for the vote.

H.B. 130    Income Tax Subtraction for Specialized Immigrant Services (Rep. A. Tilton)

MOTION:    Rep. Frank moved to amend the bill as follows:

        Page 5, line 144: add the word "State" before the word "Government"
        Page 10, line 293: add the word "State" before the word "Government"

        The motion passed unanimously with Rep. Moss and Rep. Newbold absent for the vote.


Rep. Tilton introduced the bill and explained its intent. Luz Robles, Utah Issues, James Yapias, Robert Gallays, Ra2 Pac, and Joe Reyna ULTLTF, spoke against the bill.

MOTION:    Rep. Cosgrove moved to amend the bill as follows:

        Page 2: delete line 51.
        Page 2: delete line 52.
        Page 5: delete line 150.
        Page 10: delete line 299.

SUBSTITUTE
MOTION:    Rep. Last moved to send the bill to Interim Study. The motion passed with Rep. McGee and Rep. Moss voting in opposition to the motion. Rep. Newbold was absent for the vote.

S.B. 161    Amendments to the Property Tax Valuation Agency Fund Assessing and Collecting Levy (Sen. H. Stephenson)

Rep. Frank introduced the bill and explained its intent with the assistance of Steve White, Utah County Commissioner.

MOTION:    Rep. Last moved to pass the bill out favorably. The motion passed unanimously with Rep. Moss, Rep. Newbold, and Rep. Romero absent for the vote.

S.B. 153    Tax Reform Task Force (Sen. C. Bramble)

Sen. Bramble introduced the bill and explained its intent.

MOTION:    Rep. McGee moved to amend the bill as follows:

        Page 3, line 60: after the word "force" insert "may meet twice monthly and"

MOTION:    Rep. Allen moved to pass the bill out favorably. The motion passed unanimously with Rep. Moss and Rep. Romero absent for the vote.










S.B. 57    Use of State Sales and Use Tax Revenues for Business Development in Disadvantaged Rural Communities (Sen. P. Knudson)

Sen. Knudson introduced the bill and explained its intent with the assistance of Carla Wiese, Box Elder County.

MOTION:    Rep. Hunsaker moved to pass the bill out favorably. The motion passed unanimously with Rep. Moss and Rep. Romero absent for the vote.

MOTION:    Rep. Allen moved to adjourn. The motion passed unanimously with Rep. Moss and Rep. Romero absent for the vote.
