Rep. Rebecca Lockhart called the meeting to order at 5:15 p.m.
1. H.J.R. 2 Joint Rules Resolution - Family Impact Statement on Legislation (Rep. C. Frank)
Rep. Frank introduced the bill and proposed an amendment.
MOTION: Rep. Clark moved to adopt the following amendment:
1. Page 5, Lines 148 through 151 :
148 (a)
"By what amount does this bill increase or decrease family earnings for a
family of five in Utah making $27,500 per year?"

"By what amount does this bill increase or decrease family earnings for a
family of
149 five in Utah making $55,000 per year?"

The motion passed unanimously with Rep. Adams absent for the vote.

MOTION: Rep. Dougall moved to move to the next item on the agenda. The motion passed with Rep. Lockhart voting against the motion.
2. H.R. 1 House Rules Resolution - Lobbyist Code of Ethics Amendments (Rep. D. Ure)
Rep. Ure introduced the resolution and explained it to the committee .
MOTION: Rep. Ure moved to pass the resolution out favorably. The motion failed with Rep. Adams, Rep. Hendrickson, Rep. Kiser, and Rep. Ure voting for the motion. Absent for the vote were Rep. Clark, Rep. Dougall, Rep. Hughes and Rep. Lockhart.
3. H.R. 5 House Rules Resolution - Oral Declaration of Conflict of Interest (Rep. D.
Ure)
Rep. Ure introduced the resolution and explained it to the committee.
MOTION: Rep. Ure moved to amend as follows:
1. Page 2, Lines 34 through 36 :
34 on the floor of the House, a House member who reasonably believes that

the
member
}
he
may have
35 a conflict of interest shall orally declare to the committee or the House that the legislator may
36 have a conflict of interest.

MOTION: Rep. Dunnigan moved to amend as follows:

The motion passed with Rep. Dougall voting against the motion and Rep. Clark absent for the vote.
MOTION: Rep. Hendrickson moved to pass the resolution out favorably as amended. The motion passed with Rep. Kiser voting against the motion and Rep. Clark absent for the vote.
4. H.R. 6 House Rules Resolution - Electronic Voting Board (Rep. D. Ure)
Rep. Ure introduced the resolution and explained its intent.
MOTION: Rep. Dougall moved to pass the resolution out favorably. The motion passed with Rep. Adams, Rep. Dunnigan, Rep. Hendrickson, Rep. Kiser, and Rep. Hardy voting against the motion and Rep. Clark absent for the vote.
Following discussion regarding Minority Reports, Rep. Ure indicated he will have staff prepare draft legislation regarding this issue.
MOTION: Rep. Adams moved to adjourn. The motion passed unanimously and the Chair adjourned the meeting at 6:50 p.m.
