Rep. Rebecca Lockhart called the meeting to order at 4:15 p.m.
1st Sub. S.J.R. 8 Joint Rules Resolution - Appearance of Bills (Sen. C. Bramble)
Senator Bramble introduced the resolution and explained it to the committee.
MOTION: Rep. Dougall moved to pass 1st Sub. S.J. R. 8 out with a favorable recommendation. The motion passed unanimously with Rep. Dunnigan absent for the vote.
Rep. Lockhart relinquished the Chair to the Vice Chair, Rep. Hardy.
H.R. 7 House Rules Resolution - Minority Report (Rep. D. Ure)
Rep. Ure explained the resolution to the committee.
Copies of 2nd Sub. H.R. 7, House Rules Resolution - Committee Report proposed by Rep. Lockhart and 3rd Sub. H.R. 7, House Rules Resolution - Committee Report proposed by Rep. Hendrickson were distributed to committee members.
MOTION: Rep. Hughes moved to have H.R. 7, House Rules Resolution - Minority Report (Rep. D. Ure), replaced with 2nd Sub. H.R. 7, House Rules Resolution - Committee Report.
SUBSTITUTE
MOTION: Rep. Dunnigan moved to have H.R. 7,House Rules Resolution - Minority Report (Rep. D. Ure), replaced with 2nd Sub. H.R. 7, House Rules Resolution - Committee Report with the following amendments:
Page 1, Line 21: Delete Line 21
Page 2, Lines 40-53: Delete Lines 40-53
Renumber Accordingly.
Rep. Lockhart requested a division on the motion.
The motion to amend the resolution failed with Rep. Adams, Rep. Dougall, Rep. Dunnigan, Rep. Kiser, Rep. Hardy and Rep. Lockhart voting for the motion.
The motion to have H.R. 7, House Rules Resolution - Minority Report (Rep. D. Ure), replaced with 2nd Sub. H.R. 7, House Rules Resolution - Committee Report, passed with Rep. Biskupski, Rep. Hendrickson and Rep. Litvack voting against the motion.
MOTION: Rep. Dougall moved to amend 2nd Sub. H.R. 7 as follows:

53 Reading Clerk and entered as part of the report in the journal.
The motion passed unanimously.
MOTION: Rep. Lockhart moved to pass 2nd Sub. H.R. 7 out favorably The motion passed with Rep. Biskupski, Rep. Hendrickson and Rep. Litvack voting against the motion.
MOTION: Rep. Dougall moved to adjourn. The motion passed unanimously and the Vice Chair adjourned the meeting at 5:10 p.m.
