Committee Chair Scott K. Jenkins called the meeting to order at 2:30 p.m.

     MOTION: Sen. Killpack moved to adopt the minutes of January 19, 2005.

    The motion passed unanimously with Sen. Hatch absent for the vote.

1.    S.B. 87 Residence Lien Restriction and Lien Recovery Fund Amendments (D. Thomas)

    
Sen. Thomas explained the bill assisted by W. Ray Walker, Compliance Officer, Division     of Occupational and Professional Licensing.
    
     MOTION: Sen. Killpack moved to pass the bill out favorably.

    The motion passed unanimously with Sen. Hatch absent for the vote.


2.    S.B. 115 Permanent Total Disability Amendments (E.Mayne)

    Sen. Mayne explained the bill assisted by Alan Hennebold, Deputy Commissioner, Labor     Commission and Joyce A. Sewell, Director, Industrial Accidents, Labor Commission.

     MOTION: Sen. Mayne moved to pass the bill out favorably.

    The motion passed unanimously with Sen. Hatch absent for the vote.

3.    S.B. 40 Regulation of Title Insurance Industry (T. Hatch)

    
Sen. Hatch explained the bill.

    Neal Gooch, Deputy Commissioner, Insurance Department and Steve Crawley, Chairman,     Legislative Committee, Utah Land Title Association, spoke in support of the bill.

     MOTION: Sen. Hatch moved to pass the bill out favorably.

    The motion passed unanimously.

     MOTION: Sen. Hellewell moved to adjourn.

    The motion passed unanimously at 2:50 p.m.
