Committee Chair Thomas called the meeting to order at 8:31 a.m.
MOTION: Sen. Buttars moved to approve the minutes of 2-10-05. The motion passed unanimously. Absent for the vote were Sen. K. Hale and Sen H. Stephenson.
1. H. J. R. 11 Resolution Encouraging Schools to Adopt Nutrition and Physical Activity Policies (P. Jones)
Rep. Patricia W. Jones presented the bill. Robin Rice, Advocacy Director, American Heart Association, spoke in support.
MOTION: Sen. Arent moved to pass H.J.R. 11, Resolution Encouraging Schools to Adopt Nutrition and Physical Activity, out with a favorable recommendation.
The motion passed unanimously. Absent for the vote were Sen. K. Hale and Sen. H. Stephenson.
MOTION: Sen. Arent moved to place H.J.R. 11, Resolution Encouraging Schools to Adopt Nutrition and Physical Activity Policies, on the Consent Calendar.
The motion passed unanimously. Absent for the vote were Sen. K. Hale and Sen. H. Stephenson.
2. H.B. 74 2nd Sub. Tuition Reimbursement Program for Students Seeking Teacher Licensure in Disability or Special Education (Rep. R. Menlove)
Rep. Rhonda Rudd Menlove presented the bill and distributed information on "Tuition Program for Students Seeking Teacher Licensure in Disability or Special Education" and "Utah Special Education Attrition Data."
MOTION: Sen. Arent moved to amend H.B. 74, 2nd Sub., Tuition Reimbursement Program for Students Seeking Teacher Licensure in Disability or Special Education, with the following amendments:

The motion passed unanimously. Absent for the vote was Sen. K. Hale.
MOTION: Sen. Arent moved to pass H.B. 74, 2nd Sub., Tuition Reimbursement Program for Students Seeking Teacher Licensure in Disability or Special Education, out with a favorable recommendation as amended.
The motion passed unanimously.
3. H.B. 188 Beginning Teacher Enhancements (Rep. B. Johnson)
Rep. Bradley T. Johnson presented the bill. Sen. Stephenson presented and explained a substitute bill.
MOTION: Sen. Stephenson moved to delete H.B. 188, Beginning Teacher Enhancements, in body and title and to adopt1st Substitute H.B. 188, Appropriation for Public Education Job Enhancement Program.
The motion passed unanimously.
Rep. Menlove, Nan Gray, Pat Rusk, and Ray Timothy, Associate Superintendent, Utah State School Board, spoke to the bill. Vic Arnold, Utah Education Association spoke in support.
MOTION: Sen. Arent moved to pass H.B. 188, lst Substitute, Appropriation for Public Education Job Enhancement Program, out with a favorable recommendation.
The motion passed. Voting in the negative was Sen. D. Thomas.
MOTION: Sen. Stephenson moved to have the committee recommend that this matter be placed on the Master Study List to include studies on job enhancement for special education teachers and enhancements for teacher mentoring.
The motion passed unanimously.
MOTION: Sen. Arent moved to adjourn. The motion passed unanimously.
Chair Thomas adjourned the meeting at 9:30 a.m.
