Committee Chair Thomas called the meeting to order at 8:05 a.m.

MOTION: Sen. Arent moved to approve the minutes of 2-14-05. The motion passed unanimously with Sen. Hale absent at the time of the vote.

1. H.B. 145    Amendments to Hearing and Speech Impaired Telecommunications Program (Rep. B. Goodfellow)

Rep. Brent H. Goodfellow presented the bill. Blaine Petersen, Director, State Office of Rehabilitation and Ron Mortensen, Policy Analyst, Sutherland Institute, spoke in support.



MOTION: Sen. Arent moved to pass H.B. 145, Amendments to Hearing and Speech Impaired Telecommunications Program, out with a favorable recommendation.

The motion passed unanimously with Sen. Buttars and Sen. Hale absent at the time of the vote.

MOTION: Sen. Arent moved to place H.B. 145, Amendments to Hearing and Speech Impaired Telecommunications Program, on the Consent Calendar.

The motion passed unanimously with Sen. Hale absent at the time of the vote.

2. H.B. 139    Local School Board Amendments (Rep. M. Dayton)

Rep. Margaret Dayton presented the bill.

MOTION: Sen. Arent moved to pass H.B. 139, Local School Board Amendments, out with a favorable recommendation.

The motion passed unanimously with Sen. Hale absent at the time of the vote.

MOTION: Sen. Arent moved to place H.B. 139, Local School Board Amendments, on the Consent Calendar.

The motion passed unanimously with Sen. Hale absent at the time of the vote.

3. H.B. 154    School and Institutional Trust Lands Amendments (Rep. E. Hutchings)

Rep. Erik K. Hutchings presented the bill. Joel Campbell, Associate Professor at BYU
and representing the Utah Press Association voiced concerns. Kevin Carter, Director, School and Institutional Trust Lands Administration, spoke in support.

MOTION: Sen. Buttars moved to pass H.B. 154, School and Institutional Trust Lands Amendments, out with a favorable recommendation.

The motion passed unanimously.

4. H.J.R. 3    Resolution Regarding Federal No Child Left Behind (Rep. K. Holdaway)

Rep. Kory M. Holdaway presented the resolution. Patti Harrington, State Superintendent of Schools; Pat Rusk, President, Utah Education Association; and Ronda Rose, Vice-President, Utah PTA, spoke in support.


MOTION: Sen. Buttars moved to send H.J.R. 3, Resolution Regarding Federal No Child Left Behind, out with a favorable recommendation.

The motion passed unanimously.

5. H.B. 135    Implementing Federal Educational Programs (Rep. M. Dayton)

Rep. Dayton presented the bill. Patti Harrington, State Superintendent of Schools, spoke in support.

MOTION: Sen. Buttars moved to pass H.B. 135, Implementing Federal Educational Programs, out with a favorable recommendation.

The motion passed unanimously.

MOTION: Sen. Buttars moved to adjourn. The motion passed unanimously.

Chair Thomas adjourned the meeting at 9:00 a.m.
