Committee Chair Thomas called the meeting to order at 8:05 a.m.

MOTION: Sen. Arent moved to approve the minutes of 2-21-05.

The motion passed unanimously with Sen. Hale, Sen. Madsen, and Sen. Stephenson absent at the time of the vote.

1. 1st Sub. H.B. 63     School District Amendments (Rep. D. Cox)

Rep. David N. Cox presented the bill and distributed a fact sheet. Vic Arnold, Utah Education Association, spoke to the bill.

MOTION: Sen. Arent moved to pass 1st Sub. H.B. 63, School District Amendments, out with a favorable recommendation.

The motion passed unanimously with Sen. Stephenson absent at the time of the vote.


2. H.B. 231    School District Boundaries (Rep. M. Noel)

At the request of the sponsor, Rep. Michael E. Noel, Rep. Cox presented the bill.

MOTION: Sen. Arent moved to amend H.B. 231, School District Boundaries, by changing "shall" to "may" on Line 27.

The motion failed with Sen. Arent and Sen. Hale voting in favor and Sen. Thomas, Sen. Buttars, Sen. Madsen and Sen. Stephenson voting in opposition.

MOTION: Sen. Buttars moved to pass H.B. 231, School District Boundaries, out with a favorable recommendation.

The motion passed with Sen. Thomas, Sen. Buttars, Sen. Madsen and Sen. Stephenson voting in favor and Sen. Arent and Sen. Hale voting in opposition.

3. H.B. 206    Charter School Reporting (Rep. C. Moss)

Rep. Carol Spackman Moss presented the bill.

MOTION: Sen. Arent moved to amend H.B. 206, Charter School Reporting, by reinstating Lines 33 and 34.

The motion failed with Sen. Thomas, Sen. Arent, and Sen. Hale voting in favor and Sen. Buttars, Sen. Madsen, and Sen. Stephenson voting in opposition.

Sen. Madsen declared a conflict of interest. Chad Harris, Utah School Board Association, and Pat Rusk, President, Utah Education Association, spoke in support of the bill.

MOTION: Sen. Arent moved to pass H.B. 206, Charter School Reporting, out with a favorable recommendation.

The motion passed with Sen. Stephenson voting in opposition.

MOTION: Sen. Buttars moved to adjourn.

Chair Thomas adjourned the meeting at 8:46 a.m.
