Committee Chair Hellewell called the meeting to order at 8:03 a.m.

1.    S.B. 80 Special Services Districts - Service Expansion (M. Dmitrich)

    The bill was not heard.

2.    S.B. 106 Utah Religious Land Use Act (D. Thomas)

    Sen. Thomas explained the bill.

     MOTION: Sen. Hale moved to adopt 1st Substitute S.B. 106.

    The motion passed unanimously with Sen. Davis absent for the vote.

    Lynn Pace, Deputy City Attorney, Salt Lake City Corp. spoke in support of the bill.

     MOTION: Sen. Hale moved to pass 1st Substitute S.B. 106 out of committee with a     favorable recommendation.



    
    The motion passed unanimously with Sen. Davis absent for the vote.

3.    S.B. 44 Government Records Amendments (C. Walker)

    Sen. Walker asked that the bill be substituted. She explained the substitute bill.

    The following spoke in support of the substitute bill:
    Paul Thompson, Alta Town
    Joel Campbell, Utah Press Assoc.

     MOTION: Sen. Hale moved to adopt 1st Substitute S.B. 44.

    The motion passed unanimously with Sen. Davis absent for the vote.

     MOTION: Sen. Hale moved to pass 1st Substitute S.B. 44 out of committee with a favorable recommendation.

4.     S.B. 114 County and Municipal Zoning Regarding Billboards (M. Waddoups)

    
Sen. Davis introduced the bill.

    Craig Moody, Reagan Outdoor Advertising, spoke in support of the bill.

     MOTION: Sen. Davis moved to pass the bill out of committee with a favorable recommendation.

    The motion passed unanimously.

5.    S.B. 117 Repeal of Utah Tomorrow Strategic Planning Committee (M. Waddoups)

    Sen. Waddoups explained the bill.

    John Bennett, Governor's Office of Planning & Budget, spoke concerning the bill.

     MOTION: Sen. Christensen moved to pass the bill out of committee with a favorable recommendation.

    The motion passed with Sen. Hale voting against the motion.




6.    S.B. 123 Governmental Immunity Act
(G. Bell)

    Sen. Bell explained the bill.

     MOTION: Sen. Hale moved to pass the bill out of committee with a favorable recommendation.

    The motion passed unanimously.

7.    S.J.R. 7 Resolution Recognizing Ronald Reagan Day
(P. Knudson)

     MOTION: Sen. Davis moved to pass the bill out of committee with a favorable recommendation.

    The motion passed unanimously with Sen. Hale absent for the vote.

     MOTION: Sen. Hale moved to adjourn.

    The motion passed unanimously.

Committee Chair Hellewell adjourned the meeting at 8:50 a.m.
