Committee Chair Hellewell called the meeting to order at 8:07 a.m.

     MOTION: Sen. Christensen moved to approve the minutes of February 1, 2005 meeting.

    The motion passed unanimously with Sen. Davis and Sen. Hale absent for the vote.

1.    S.B. 152 Business License Fees (M. Waddoups)

    This item was not considered.

2.    S.B. 80 Special Services Districts - Service Expansion (M. Dmitrich)

    Sen. Dmitrich explained the bill.

    Jan Furner, Executive Director, Utah Assn. of Special Districts spoke in favor of the bill.

    Mike Jerman, Vice Pres., Utah Taxpayers Assn., commented on the bill.

     MOTION: Sen. Hickman moved to pass the following amendment:

1.    Page 2, Line 45 :    

             45          (xiv)
  receiving federal mineral lease funds under Title 59, Chapter 21, Mineral Lease Funds, and expending those funds, on       economic development        activities       .


    

    The motion passed unanimously with Sen. Davis and Sen. Hale absent for the vote.
    
     MOTION: Sen. Hickman moved to pass the bill with a favorable recommendation.

    The motion passed unanimously.    

3.    S.B. 162 Changes to 2004 General Obligation Bond (R. Allen)

    This item was not considered.

4.     S.B. 163 Capitol Preservation Board Amendments (B. Evans)

    Sen. Evans explained the bill.

    David Hart, Executive Director, Capitol Preservation Board, spoke in favor of the bill.

     MOTION: Sen. Hickman moved to approve the bill with a favorable recommendation.

    The motion passed unanimously with Sen. Davis and Sen. Hale absent for the vote.
    
     MOTION: Sen. Christensen moved to adjourn.

    The motion passed unanimously.

    Committee Chair Hellewell adjourned the meeting at 8:27 a.m.
