A list of visitors and a copy of handouts are filed with the committee minutes.    

Committee Chair Hellewell called the meeting to order at 8:35 a.m.

     MOTION: Sen. Hickman moved to approve the minutes of the February 9, 2005 meeting.

    The motion passed unanimously with Sen. Christensen, Sen. Davis, and Sen. Hale absent for the vote.

1.    S.C.R. 10 Concurrent Resolution Honoring Utah Foundation (L.A. Mansell)

    Sen. Hellewell explained the bill.

     MOTION: Sen. Hickman moved to pass the bill with a favorable recommendation.
    
    The motion passed unanimously with Sen. Christensen, Sen. Davis, and Sen. Hale absent for the vote.

2.    S.B. 191 Political Subdivisions - Truth in Government Competition (R. Allen)

    Sen. Allen explained the bill.

    The following commented on the bill:

        Lincoln Shurtz, Utah League of Cities & Towns
        Brent Gardner, Utah Assn. of Counties




     MOTION: Sen. Christensen moved to pass the bill with a favorable recommendation.

    The motion passed unanimously.

3.    S.B. 162 Changes to 2004 General Obligation Bond (R. Allen)

    Sen. Allen explained the bill.

     MOTION: Sen. Christensen moved to pass the bill with a favorable recommendation.

    The motion passed unanimously.
    
4.    S.B. 85 Federal Research Committee (G. Davis)

    Sen. Davis explained the bill.

    Steve Erickson, Citizens Education Project commented on the bill.

     MOTION: Sen. Hale moved to pass the bill with a favorable recommendation.

    The motion failed with Sen. Davis and Sen. Hale voting in favor.

     MOTION: Sen. Christensen moved to adjourn.

    The motion passed unanimously.

Committee Chair Hellewell adjourned the meeting at 9:20 a.m.
