Committee Chair Christensen called the meeting to order at 2:33 p.m.

MOTION: Sen. Allen moved to approve the minutes of January 19, 2005.

The motion passed unanimously.

1.    S.B. 77 Amendments to Clean Air Act

     MOTION: Sen. Allen moved to adopt 2nd Substitute S.B. 77.

    The motion failed with Sen. Allen and Sen. Bell voting in favor of the motion and Sen. Knudson, Sen. Julander, and Sen. Christensen voting in opposition.

    The following spoke in support of the bill:
    Myron Bateman, Utah Public Health Association
    Dr. Robert Rolfson, Utah Department of Health
    David Spatafore, Utahns for Tobacco Free Workplace

    The following spoke in opposition to the bill:
    Bob Brown, private club owner



     MOTION: Sen. Knudson moved to pass the bill out favorably. The motion passed with Sen. Bell voting in opposition.

2.    S.B. 112 Child Protection Amendments (G. Bell)

    Sen. Bell, assisted by Mark May, Attorney General's Office, introduced the bill, which amends child protection and custody provisions of law.

    The following spoke in support of the bill:
    Adam Truth, Division of Child and Family Services

     MOTION: Sen. Allen moved to pass the bill out favorably.
    
    The motion passed unanimously.

3.    S.B. 89 Mutual Dependence Benefits Contract (G. Bell)

    Sen. Bell explained the bill.

    The following spoke in favor of the bill:
    Jane Marquardt, Quality Utah

     MOTION: Sen. Knudson moved to pass the bill out favorably. The motion passed unanimously.

Sen. Christensen adjourned the meeting at 3:55 p.m.
