Committee Chair Waddoups called the meeting to order at 3:15 p.m.


1. Approval of Minutes    

     MOTION: Sen. Peterson moved to approve the minutes of January 26, 2005.

    The motion passed unanimously with Sen. Evans absent at the time of voting.

2. S.J.R. 10 Resolution to Congress Regarding Oil and Gas Drilling and Exploration     (Sen. H. Stephenson)

    Sen. Howard Stephenson introduced the bill. Don Coulton, President, Pioneer Oil and Gas, and Lee Peacock, President, Utah Petroleum Association, assisted in the presentation.

     MOTION: Sen. Peterson moved to pass S.J.R. 10, Resolution to Congress Regarding Oil and Gas Drilling and Exploration (Sen. H. Stephenson), out favorably.

    The motion passed unanimously with Sen. Evans absent at the time of voting.




     MOTION: Sen. Hatch moved to place S.J.R. 10 on the Consent Calendar.

    The motion passed unanimously with Sen. Evans absent at the time of voting.

     3. S.B. 148 Conservation Easement Endowment Restricted Account (Sen. B. Evans)

    Sen. Bev Evans introduced the bill.

    Ernie Perkins, officer in several conservation organizations; Gregory Sheehan, Admin. Services, Dept. of Wildlife Resources; Miles Moretti, Acting Director, Dept. of Wildlife Resources; and Todd Bingham, Utah Farm Bureau Federation, spoke in support of the bill.

     MOTION: Sen. Evans moved to adopt the following amendment to S.B. 148:
    
    Page 1, Lines 15 through 16

             15          .    specifies that the fund is to be used to monitor or assist in the maintenance of
             16      conservation easements held by the Department of Natural Resources
  and the Department of Agriculture and Food       .


    Page 2, Lines 38 through 40

             38          (3) Upon appropriation by the Legislature, monies from the account shall be used to
             39      monitor or assist in the maintenance of conservation easements held by divisions in the
             40      Department of Natural Resources
  and the Department of Agriculture and Food       .


    The motion passed unanimously.

     MOTION: Sen. Fife moved to pass S.B. 148, Conservation Easement Endowment Restricted Account (Sen. B. Evans), out favorably as amended.

    The motion passed unanimously.

4. H.B. 160 Wildlife License Agents Amendments (Rep. J. Fisher)

    Rep. Julie Fisher introduced the bill.



    
     MOTION: Sen. Evans moved to pass H.B. 160, Wildlife License Agents Amendments (Rep. J. Fisher), out favorably.

    
The motion passed unanimously.

    
MOTION: Sen. Peterson moved to place H.B. 160 on the Consent Calendar.

    The motion passed unanimously.

5. H.B. 162 Municipal Abatement of Weeds and Other Neglected Items on Property (Rep.     M. Morley)

    Rep. Mike Morley introduced the bill.

     MOTION: Sen. Evans moved to adopt the following amendment to S.B. 162:
    

             15a           . PROVIDES FOR THE RECOVERY OF ADMINISTRATIVE COSTS RELATED TO THE
             15b      ABATEMENT OF NEGLECTED WEEDS, GARBAGE,
[[   REFUGE   ]]        REFUSE       , OBJECTS, OR STRUCTURE;


    The motion passed unanimously.

     MOTION: Sen. Hatch moved to pass H.B. 162, Municipal Abatement of Weeds and Other Neglected Items on Property (Rep. M. Morley), out favorably as amended.

    The motion passed unanimously.

     MOTION: Sen. Evans moved to place H.B. 162 on the Consent Calendar.

    The motion passed unanimously.

6. H.B. 177 Wildlife License Refund Amendments (Rep. M. Dayton)

    Rep. Margaret Dayton introduced the bill assisted by Miles Moretti.

     MOTION: Sen. Hatch moved to pass H.B. 177, Wildlife License Refund Amendments (Rep. M. Dayton), out favorably.

    The motion passed unanimously.


7. H.B. 181 Duplicate Wildlife Licensing Amendments (Rep. M. Dayton)

    Rep. Margaret Dayton introduced the bill assisted by Miles Moretti.

     MOTION: Sen. Evans moved to pass H.B. 181, Duplicate Wildlife Licensing Amendments (Rep. M. Dayton), out favorably.

    
The motion passed unanimously.

     MOTION: Sen. Hatch moved to place H.B. 177 and H.B. 181 on the Consent Calendar.

    The motion passed unanimously.
    
     MOTION: Sen. Evans moved to adjourn.

    The motion passed unanimously.
