Committee Chair Waddoups called the meeting to order at 9:25 a.m.

1. Approval of Minutes

     MOTION: Sen. Evans moved to approve the minutes of February 1, 2005.

    The motion passed unanimously with Sen. Fife and Sen. Hatch absent at the time of voting.

2. S.B. 182 Veterinary Practice Act - Exemptions (Sen. M. Dmitrich)

    Sen. Mike Dmitrich introduced the bill, assisted by Lynn Stevens, Chair, San Juan County Commission.

    Vaughn Park, Past President, Utah Veterinary Medical Association, and Rep. John Mathis,      veterinarian, spoke in opposition to the bill.




    Dave Levanger, rancher and Director of Planning, Carbon County, spoke in support of the bill.

     MOTION: Sen. Evans moved to adopt the following amendment to S.B. 182:

    Page 3, Lines 60 through 64
        60    (11) any person affiliated with an institution of higher education who teaches
                          61      nonsurgical bovine
  or equine       embryo transfer or any technician trained by or approved by an institution

                          62      of higher education who performs nonsurgical bovine
  or equine       embryo transfer, but only if any

                          63      prescription drug used in the procedure is prescribed and administered under the direction of a
                          64      veterinarian licensed to practice in Utah; and

    The motion passed unanimously with Sen. Fife and Sen. Hatch absent at the time of voting.

     MOTION: Sen. Peterson moved to adopt the following amendment to S.B. 182:

    Page 2, Line 58 through Page 3, Line 59

             58          (10) any person performing or teaching nonsurgical bovine
[[   or equine   ]] artificial

             59      insemination;

     The motion passed unanimously.

     MOTION: Sen. Hatch moved to pass S.B. 182, Veterinary Practice Act - Exemptions (Sen. M. Dmitrich), out favorably as amended.

    The motion passed with Sen. Waddoups, Sen. Fife, Sen. Hatch and Sen. Peterson voting in support and Sen. Evans voting in opposition.

3. H.B. 168 Cooperative Wildlife Management Unit Amendments (Rep. J. Gowans)

    Rep. James Gowans introduced the bill.



     MOTION: Sen. Peterson moved to pass H.B. 168, Cooperative Wildlife Management Unit Amendments (Rep. J. Gowans), out favorably.

     The motion passed unanimously.

4. 1st Sub. H.B. 182    Historical Livestock Trails (Rep. B. Johnson)

    Rep. Bradley Johnson introduced the bill.

    Todd Bingham, Utah Farm Bureau Federation, spoke in support of the bill.

     MOTION: Sen. Evans moved to pass 1st Sub. H.B. 182, Historical Livestock Trails (Rep. B. Johnson), out favorably.

     The motion passed unanimously.

     MOTION: Sen. Fife moved to adjourn.

    The motion passed unanimously.

    Chair Waddoups adjourned the meeting at 9:59 a.m.
