Committee Chair Killpack called the meeting to order at 9:05 a.m.

     MOTION: Sen. Walker moved to approve the minutes of February 1, 2005.
    
     The motion passed unanimously with Sen. Bramble and Sen. Mayne absent for the vote.
    
1.    H.B. 24 Traffic Code Amendments (J. Dunnigan)
    
    
MOTION: Sen. Walker moved to adopt 1st Sub. S.B. 24.

    The motion passed unanimously with Sen. Bramble and Sen. Mayne absent for the vote.

    Rep. Dunnigan explained the bill.

     MOTION: Sen. Mayne moved to pass 1st Sub. S.B. 24 out favorably.

    The motion passed unanimously.



2.    H.B. 48 Motor Vehicle Registration and Safety Inspection Amendments (B. Daw)

    Rep. Daw explained the bill.

    Colonel Scott Duncan, Superintendent, Utah Highway Patrol; Craig Bickmore, Director,     Utah Auto Dealers Association; Paul Ashton, Executive Director, Petroleum Retailers     Association; and John Papanikolas, Director, Utah Emissions Testing Stations, spoke in     opposition to the bill.

     MOTION: Sen. Bramble moved to adjourn.

    The motion passed with Sen. Killpack, Sen. Bramble, Sen. Walker, Sen. Hale and Sen.     Mayne voting in favor of the motion and Sen. Jenkins voting in opposition to the motion.
