Committee Chair Killpack called the meeting to order at 8:10 a.m.
MOTION: Sen. Walker moved to approve the minutes of February 4, 2005.
The motion passed unanimously with Sen. Mayne absent for the vote.
1. H.B. 47 New Automobile Franchise Act Amendments (S. Urquhart)
Rep. Urquhart explained the bill.
Craig Bickmore, Director, Utah Auto Dealers Association, and Frank Pignanelli, Attorney, Alliance of Automobile Manufacturers, spoke in support of the bill.
MOTION: Sen. Walker moved to pass the bill out faorably.
The motion passed unanimously with Sen Mayne absent for the vote.
2. S.B. 167 Penalties for False Driver Licenses and Identification Cards (C. Walker)
MOTION: Sen. Walker moved to adopt 1st Sub. S.B. 167.
The motion passed unanimously.
Richard Hamp, Task Force, Office of the Attorney General; Kim Gibb, Bureau Chief, Department of Public Safety, Drivers License Division; and Jim Olsen, Utah Food Industry Association, spoke in support of the bill.
Wallace McCormick, citizen, asked questions of the committee.
MOTION: Sen. Mayne moved to pass 1st Sub. S.B. 167 out favorably.
The motion passed unanimously.
3. S.B. 188 Classifying Off-highway Vehicles as Allowed on Designated Roads (T Hatch)
Sen. Hatch explained the bill.
Brian Bremmer, Garfield County Engineer, further clarified the bill and answered questions from the committee.
Wayne Jones, Executive Director, Utah Powersport Dealers Association, spoke in support of the bill.
MOTION: Sen. Walker moved to pass the bill out favorably.
The motion passed unanimously.
4. 1st Sub. S.B. 159 Motor Assisted Scooter and Mini-motorcycle Amendments (B. Dee)
Rep. Dee explained the bill assisted by Val Shupe, Chief of Police, Utah Chiefs of Police.

Commissioner, Utah PTA; and Karen Shaw, citizen, spoke in support of the bill.
MOTION: Sen. Hale moved to pass the bill out favorably.

5. H.B. 91 License Plate for Disaled Veterans (R. Bigelow)
Rep. Bigelow explained the bill.
MOTION: Sen Mayne moved to pass the bill out "very" favorably.
The motion passed unanimously.
