Chair Walker called the meeting to order at 8:08 a.m.

    
1.     Approval of Minutes

    
MOTION:
Sen. Madsen moved to approve the minutes of February 1, 2005.

    The motion passed unanimously.

2.    S.B. 141    Military Installation Partnerships (Sen. S. Killpack)


    Sen. Killpack presented the bill and responded to questions from Committee members.

    Rick Mayfield, Executive Director, Utah Defense Alliance, spoke in favor of the bill and     responded to questions from Committee members.

    Tom Miner, Director, Linguistics Specialities, Inc., spoke in favor of the bill and responded to questions from Committee members.

    A handout was distributed to Committee members entitled, "Job Opportunities at Hill AFB - Utah-Hill AFB Partnership."

    Wilf Sommerkorn, Director, Community and Economic Development, Davis County, spoke in favor of the bill.

    Jerry Stevenson, Layton City Mayor and Vice President of Utah Defense Alliance, spoke in favor of the bill.

    Mike Ostermiller, CEO, Weber/Davis Association of Realtors, spoke in favor of the bill.

     MOTION: Sen. Madsen moved to pass SB 141 out of committee with a favorable recommendation.

    The motion passed unanimously.

3.    H.B. 179    Utah Venture Capital Enhancement Act Amendments (Rep. P. Wallace)

    Rep. Wallace presented the bill and responded to questions from Committee members.

    A handout was distributed to Committee members entitled, "Venture Capital Enhancement Act - Utah Fund of Funds."

    Dave Harmer, private citizen, clarified the bill and responded to questions from     Committee members.

    Rep. Wallace introduced members of the business community present who are in support of this bill.

    Chair Walker expressed appreciation to Rep. Wallace and Mr. Harmer for their efforts in bringing this bill to the Legislature.


     MOTION: Sen. Fife moved to pass HB 179 out of committee with a favorable recommendation.

    The motion passed unanimously.

4.    H.B. 23    Department of Workforce Services - Work Experience and Training Programs (Rep. D. Cox)

    
Rep. Cox presented the bill and responded to questions from Committee members.

    Mike Sullivan, Director of Communications, Department of Workforce Services, clarified the bill and responded to questions from Committee members.

    Susan Pixton, Legal Counsel, Department of Workforce Services, clarified the bill.

     MOTION: Sen. Fife moved to pass HB 23 out of committee with a favorable recommendation.

    The motion passed unanimously.

     MOTION: Sen. Madsen moved to adjourn the meeting.

    Chair Walker adjourned the meeting at 9:17 a.m.
