Chair Walker called the meeting to order at 9:07 a.m.
MOTION: Sen. Madsen moved to approve the minutes of February 14, 2005.
The motion passed unanimously with Sen. Fife absent for the vote.
1. S.B. 179 Protection of Government Records (Sen. G. Bell)
Sen. Bell presented the bill, proposed an amendment and responded to questions from committee members.
MOTION: Sen. Mayne moved to accept the following amendment:
Page 18, Line 535: Delete "sponsored"
The motion passed unanimously with Sen. Fife absent for the vote.
Elliot C. Kulakowski, Director, Sponsored Projects, University of Utah, spoke in favor of the bill and distributed a letter from Utah State University also indorsing the bill.
Robert Payne, Associate General Counsel, University of Utah, clarified the bill.
Jason Harding, Student Organization for Animal Rights, University of Utah, expressed concerns regarding the bill.
Linda Peterson, Journalist, expressed concerns regarding the bill.
MOTION: Sen. Mayne moved to pass SB179, as amended, out of committee with a favorable recommendation.
The motion passed unanimously.
2. H.J.R. 15 Resolution Regarding United States Trade Negotiations (Rep. S. Allen)
Rep. Allen presented the resolution and proposed amendments to the resolution.
MOTION: Sen. Mayne moved to approve the following amendments:

Rep. Allen requested that the resolution be recommended for placement on the Consent Calendar. Chair Walker determined that there were no objections from committee members and granted the request.
MOTION: Sen. Fife moved to adjourn the meeting.
Chair Walker adjourned the meeting at 9:40 a.m.
