A list of visitors and a copy of handouts are filed with the committee minutes.

Sen. Madsen assumed the chair and called the meeting to order at 4:55 p.m. He announced that 3rd Sub. H.B. 151 would not be heard in the meeting.

    MOTION: Sen. Mayne moved to approve the minutes of February 22, 2005.

    The motion passed unanimously with Chair Walker absent for the vote.

1.    S.C.R. 8    Concurrent Resolution Approving Class V Landfill (Sen. M. Dmitrich)

    Sen. Dmitrich presented the resolution.

     MOTION: Sen. Fife moved to pass the resolution out of committee with a favorable recommendation.

    The motion passed unanimously with Chair Walker absent for the vote.

     MOTION: Sen. Mayne moved to instruct staff to obtain the names and phone numbers

of the people concerned with 3rd Sub. H.B. 151 who were in the meeting so that Rep. Dougall could meet with them to discuss the bill.

    The motion passed unanimously with Chair Walker absent for the vote.

2.    1st Sub H.B. 57    Alcoholic Beverage Control Task Force (Rep. D. Ure)

    
Rep. Ure presented the bill.

     Leigh von der Esch, Director, Utah Travel Council , spoke in support of the bill.

     MOTION: Sen. Mayne moved to pass 1st Sub. H.B. 57 out of committee with a favorable recommendation.

    The motion passed with Sen. Madsen voting against the motion and Chair Walker absent for the vote.

3.    H.B. 342    Civil Legal Aid for Victims of Domestic Violence (Rep. S. Mascaro)

    
Rep. Mascaro presented the bill.
    
    Stewart Ralphs, Executive Director, Legal Aid Society, and     Richard Schwermer, Assistant Director, Administrative Office of     Courts, spoke to the bill.

     MOTION: Sen. Fife moved to pass HB 342 out of committee with a favorable recommendation.

    The motion passed unanimously with Chair Walker absent for the vote.

4.    H.B. 85    Health Insurance High Risk Pool - Eligibility Amendments (Rep. D. Litvack)

    Sen. Arent presented the bill.

    Tommy Osama, Executive Director, Health Insurance Program of Utah, further clarified the bill.

    Chair Walker assumed the chair.

     MOTION: Sen. Madsen moved to pass HB 85 out of committee with a favorable

recommendation.

    The motion passed with Chair Walker voting against the motion and Sen. Mayne absent for the vote.

     MOTION: Sen. Fife moved to adjourn the meeting.

    Chair Walker adjourned the meeting at 5:25 p.m.
