First Substitute H.B. 115

SALARY OF THE LIEUTENANT GOVERNOR

             7      LONG TITLE
             8      General Description:
             9          This bill modifies the State Officers and Employees Code to amend the salary for the
             10      lieutenant governor.
             11      Highlighted Provisions:
             12          This bill:
             13          .    provides that the lieutenant governor's salary on July 1, 2006 is 95% of the
             14      governor's salary; and
             15          .    makes technical changes.
             16      Monies Appropriated in this Bill:
             17          None
             18      Other Special Clauses:
             19          None
             20      Utah Code Sections Affected:
             21      AMENDS:
             22          67-22-1, as last amended by Chapter 8, Laws of Utah 2005, First Special Session
             23     
             24      Be it enacted by the Legislature of the state of Utah:
             25          Section 1. Section 67-22-1 is amended to read:


             26           67-22-1. Compensation -- Constitutional offices.
             27          (1) [(a)] The Legislature fixes salaries for the constitutional offices as follows:
             28          [(i)] (a) governor:                 $104,100;
             29          [(ii)] (b) lieutenant governor:        [$81,000] 95% of the governor's salary
             30                                  beginning July 1, 2006;
             31          (c) attorney general:                95% of the governor's salary;
             32          [(iii)] (d) state auditor:            $83,500; and
             33          [(iv)] (e) state treasurer:            $81,000.
             34          [(b) Beginning July 1, 2005, the annual salary of the attorney general shall be 95% of
             35      the governor's salary.]
             36          (2) The Legislature fixes benefits for the constitutional offices as follows:
             37          (a) governor:
             38          (i) a vehicle for official and personal use;
             39          (ii) housing;
             40          (iii) household and security staff;
             41          (iv) household expenses;
             42          (v) retirement benefits as provided in Title 49;
             43          (vi) health insurance;
             44          (vii) dental insurance;
             45          (viii) basic life insurance;
             46          (ix) workers' compensation;
             47          (x) required employer contribution to Social Security;
             48          (xi) long-term disability income insurance; and
             49          (xii) the same additional state paid life insurance available to other noncareer service
             50      employees.
             51          (b) Lieutenant governor, attorney general, state auditor, and state treasurer:
             52          (i) a vehicle for official and personal use;
             53          (ii) the option of participating in a state retirement system established by Title 49,
             54      Chapter 12, Public Employees' Contributory Retirement Act, or Chapter 13, Public Employees'
             55      Noncontributory Retirement Act, or in a deferred compensation plan administered by the State
             56      Retirement Office, in accordance with the Internal Revenue Code and its accompanying rules


             57      and regulations;
             58          (iii) health insurance;
             59          (iv) dental insurance;
             60          (v) basic life insurance;
             61          (vi) workers' compensation;
             62          (vii) required employer contribution to Social Security;
             63          (viii) long-term disability income insurance; and
             64          (ix) the same additional state paid life insurance available to other noncareer service
             65      employees.
             66          (c) Each constitutional office shall pay the cost of the additional state-paid life
             67      insurance for its constitutional officer from its existing budget.
