9 General Description:
10 This bill amends the duties of the Center For Multicultural Health to include capacity
11 building for translation and communication services for the Hispanic community.

25 Be it enacted by the Legislature of the state of Utah:
26 Section 1. Section 26-7-2 is amended to read:
27 26-7-2. Center for Multicultural Health -- Duties.
28 (1) As used in this section, "multicultural and minority health issues" means health,
29 including mental and oral health, issues of particular interest to cultural, ethnic, racial, or other
30 subpopulations, including:
31 (a) disparities in:
32 (i) disease incidence, prevalence, morbidity, mortality, treatment, and treatment
33 response; and
34 (ii) access to care; and
35 (b) cultural competency in the delivery of health care.
36 (2) There is created within the department the Center for Multicultural Health.
37 (3) The Center for Multicultural Health shall:
38 (a) promote and coordinate the research, data production and dissemination, education,
39 and health promotion activities of the department, local health departments, local mental health
40 authorities, public schools, community-based organizations, Indian tribes, and other
41 organizations within the state as they relate to multicultural and minority health issues;
42 (b) assist in the development and implementation of programs to address multicultural
43 and minority health issues;
44 (c) promote the dissemination and use of information on multicultural and minority
45 health issues by minority populations, health care providers, and others;
46 (d) seek federal funding and other resources to accomplish its mission;
47 (e) provide technical assistance to entities within the state seeking funding to study or
48 address multicultural and minority health issues;
49 (f) develop and increase the capacity of the center to provide translation and
50 communication services for the Spanish language community;

54 Section 2. Appropriation.
55 As an ongoing appropriation subject to future budget constraints, there is appropriated
56 from the General Fund for fiscal year 2006-07, $150,000 to the Department of Health to fund
57 the translation and communication duties of the Center for Multicultural Health.
