             7      LONG TITLE
             8      General Description:
             9          This bill enacts uncodified material requiring the Division of Substance Abuse and
             10      Mental Health within the Department of Human Services to develop a suicide
             11      prevention plan.
             12      Highlighted Provisions:
             13          This bill:
             14          .    requires the Division of Substance Abuse and Mental Health to develop a suicide
             15      prevention plan prior to November 1, 2006;
             16          .    requires the division to develop the plan with the input of specified groups; and
             17          .    requires the division to submit the plan to the Health and Human Services Interim
             18      Committee at or before the committee's November 2006 interim meeting.
             19      Monies Appropriated in this Bill:
             20          None
             21      Other Special Clauses:
             22          This bill is repealed on December 31, 2006.

             26      Be it enacted by the Legislature of the state of Utah:
             27          Section 1. Suicide prevention plan.


             28          (1) Prior to November 1, 2006, the Division of Substance Abuse and Mental Health
             29      within the Department of Human Services shall develop a suicide prevention plan. The plan
             30      shall:
             31          (a) include specific, measurable actions that may be taken by various governmental
             32      agencies, nongovernmental organizations, families, and individuals to prevent and respond to
             33      suicide, particularly among adolescent and elderly Utahns;
             34          (b) identify those actions under Subsection (1)(a) which have already been
             35      implemented;
             36          (c) identify those actions under Subsection (1)(a) which have not already been
             37      implemented but could be implemented within existing state budgets;
             38          (d) identify those actions under Subsection (1)(a) which will require new funding to be
             39      implemented or continued; and
             40          (e) specify the amount of funding required for each action under Subsection (1)(d) and
             41      potential sources of those funds.
             42          (2) The Division of Substance Abuse and Mental Health shall develop the plan under
             43      Subsection (1) with the input of:
             44          (a) the Division of Aging and Adult Services and the Division of Juvenile Justice
             45      Services within the Department of Human Services;
             46          (b) the Department of Health;
             47          (c) the Administrative Office of the Courts;
             48          (d) local substance abuse and mental health authorities;
             49          (e) local health departments;
             50          (f) the State Office of Education;
             51          (g) the U.S. Centers for Disease Control and Prevention;
             52          (h) local and national suicide prevention organizations; and
             53          (i) persons who have been affected by suicide.
             54          (3) The Division of Substance Abuse and Mental Health shall submit the suicide
             55      prevention plan developed under Subsection (1) to the Health and Human Services Interim
             56      Committee at or before the committee's November 2006 interim meeting.
             57          Section 2. Repeal date.
             58          This bill is repealed on December 31, 2006.
