             8      LONG TITLE
             9      General Description:
             10          This bill creates the Task Force Studying Natural Disasters.
             11      Highlighted Provisions:
             12          This bill:
             13          .    creates the Task Force Studying Natural Disasters;
             14          .    specifies membership, duties, and powers of the task force;
             15          .    appropriates money from the General Fund to fund the task force; and
             16          .    repeals the task force on November 20, 2006.
             17      Monies Appropriated in this Bill:
             18          This bill appropriates for fiscal year 2006 only:
             19          .    $6,840 to the Senate; and
             20          .    $11,400 to the House of Representatives.
             21      Other Special Clauses:
             22          This bill is repealed November 30, 2006.

             26      Be it enacted by the Legislature of the state of Utah:
             27          Section 1. Studying Natural Disasters -- Creation -- Membership -- Interim rules


             28      followed -- Compensation -- Staff.
             29          (1) There is created the Task Force Studying Natural Disasters consisting of the
             30      following eight members:
             31          (a) three members of the Senate appointed by the president of the Senate, no more than
             32      two of whom may be from the same political party; and
             33          (b) five members of the House of Representatives appointed by the speaker of the
             34      House of Representatives, no more than four of whom may be from the same political party.
             35          (2) (a) The president of the Senate shall designate a member of the Senate appointed
             36      under Subsection (1)(a) as a cochair of the task force.
             37          (b) The speaker of the House of Representatives shall designate a member of the House
             38      of Representatives appointed under Subsection (1)(b) as a cochair of the task force.
             39          (3) In conducting its business, the task force shall comply with the rules of legislative
             40      interim committees.
             41          (4) Salaries and expenses of the members of the task force shall be paid in accordance
             42      with Section 36-2-2 and Legislative Joint Rule 15.03.
             43          (5) The Office of Legislative Research and General Counsel shall provide staff support
             44      to the task force.
             45          Section 2. Duties -- Interim report.
             46          (1) The task force shall review and make recommendations on the following issues:
             47          (a) statewide insurance coverage for a natural disaster;
             48          (b) state and local government preparedness for a natural disaster; and
             49          (c) the economic impact of a natural disaster.
             50          (2) The task force shall submit a final report, including any proposed legislation, to the
             51      Business and Labor Interim Committee before November 30, 2006.
             52          Section 3. Appropriation.
             53          There is appropriated from the General Fund for fiscal year 2005-06 only:
             54          (1) $6,840 to the Senate to pay for the compensation and expenses of senators on the
             55      task force; and
             56          (2) $11,400 to the House of Representatives to pay for the compensation and expenses
             57      of representatives on the task force.
             58          Section 4. Repeal date.


             59          This bill is repealed November 30, 2006.
