7 LONG TITLE
8 General Description:
9 This resolution modifies the responsibilities of the House Rules Committee and repeals
10 outdated provisions relating to substitute bills.
11 Highlighted Provisions:
12 This resolution:
13 . removes references to printing a bill from the House Rules Committee's
14 responsibility;
15 . repeals authority of a committee chair to order a substitute bill for bills considerably
16 amended in committee;
17 . repeals the reference to adopting a substitute bill before printing it; and
18 . repeals reference to the Office of Legislative Research and General Counsel
19 receiving and numbering substitute bills prior to printing.
20 Special Clauses:
21 This resolution provides an immediate effective date.

29 Be it resolved by the House of Representatives of the state of Utah:
30 Section 1. HR-24.01 is amended to read:
31 HR-24.01. House Rules Committee.
32 (1) All legislation introduced shall be submitted to the House Rules Committee.
33 (2) (a) The House Rules Committee has all the powers, functions, and duties of a
34 standing committee when it:
35 (i) prepares the House Rules and Joint Rules and presents them to the House before
36 adjournment on the second day of each annual general session; or
37 (ii) reviews all House Rules or Joint Rules resolutions.
38 (b) Any rules resolutions reviewed and approved by the House Rules Committee may
39 be reported directly to the House for its approval, amendment, or disapproval.
40 (c) Notwithstanding Subsection (6), when meeting as a standing committee under this
41 Subsection (2), persons other than committee members may make comments and
42 recommendations at the discretion of the chair.
43 (3) For all legislation not specified in Subsection (2) that is referred to the House Rules
44 Committee, the committee shall:
45 (a) [

51 (i) refer bills to the House with a recommendation:
52 (A) that the legislation be referred to a standing committee for consideration; or
53 (B) that the legislation be read the second time and placed on the third reading
54 calendar; or
55 (ii) hold the bill.
56 (b) Notwithstanding Subsection (3)(a), in extraordinary circumstances, the House
57 Rules Committee may refer a bill without a fiscal note to the House of Representatives with a
58 recommendation that the legislation be:
59 (i) referred to a standing committee for consideration; or
60 (ii) read the second time and placed on the third reading calendar.
61 (4) In carrying out its functions and responsibilities under Subsection (3), the House
62 Rules Committee may not:
63 (a) table a bill without the written consent of the sponsor;
64 (b) report out any bill that has been tabled by a standing committee;
65 (c) amend a bill without the written consent of the sponsor;
66 (d) substitute a bill without the written consent of the sponsor; or
67 (e) sponsor a bill, except for the revisor's bill.
68 (5) When this committee is carrying out the functions and responsibilities of
69 Subsection (3), this committee shall:
70 (a) during a legislative session, give notice of its meetings by either:
71 (i) providing oral notice from the floor of the time and place of its next meeting; or
72 (ii) when oral notice is impractical, post written notice of its next meeting;
73 (b) when the Legislature is not in session, post a notice of meeting at least 24 hours
74 before the meeting convenes;
75 (c) have as its agenda all bills in its possession for assignment to committee; and
76 (d) prepare minutes that include a record, by individual legislator, of votes taken.
77 (6) Anyone may attend a meeting of the rules committee, but comments and discussion
78 are limited to members of the committee.
79 Section 2. Repealer.
80 This resolution repeals:
81 HR-24.13, Reprinting a Bill.
82 HR-25.16, Substitute Bills or Resolutions.
83 Section 3. Effective date.
84 This resolution takes effect upon approval by a constitutional majority vote of all
85 members of the House of Representatives.
